Description of the Assignment:  The consultant will be required to:

1. Develop a Child Justice Curriculum for joint implementation by organisations training duty-bearers under the Child-Care and Protection Act, 2004 and other professionals working with children, including justice sector workers. The curriculum development process will involve:

a. Work with the Secretariat of the Intersectoral Committee on Children and Violence, the Children’s Affairs & Policy Division of the Ministry of Education and Youth and the Justice Training Institute (referred to collectively as ‘the GOJ

partners’) to conceptualize and develop the curriculum and related resource materials, including training materials to be used by both training facilitators and participants.

b. Collaborate with the Justice Training Institute and other tertiary and training institutions that certify duty-bearers (police, teachers, social workers, health care workers and other professionals working with children) to clarify legal

knowledge needs and requirements.

c. Review the Child Justice Protocols developed under the Justice Undertakings for Social Transformation Project and identify key content for inclusion in the curriculum and related resource materials.

d. Review and collate legal education and training materials produced by the GOJ partners regarding the Child Care and Protection Act, 2004 and all other relevant laws addressing the roles, rights, and responsibilities of duty-bearers in relation to children in the justice system, to inform the content of the curriculum and related resource materials.

e. Make modifications to the legal education and training materials reviewed to make them more amenable to developing the knowledge, skills and competences of non-legal professionals, while retaining the legal import of core

content.

f. Design a Curriculum that integrates the legal information provided by the GOJ partners and meets their requirements. Ensure that the curriculum is modular and adaptable and can be implemented in different ways, including:

i. By integration into an existing training programme or tertiary course.

ii. In a series of short courses or seminars, developed for either in-person or online delivery.

iii. Through self-paced, virtual or hybrid modalities.

g. Develop all aspects of the curriculum and related resource materials, including discussion and assessment materials and participant evaluation and feedback forms, ensuring the materials are designed for adult learners from a non-legal background.

2. Coordinate the pilot testing of training materials in partnership with the GOJ partners. This should include:

a. Sourcing and briefing learning facilitators from among the Legal Technical Working Group of the Intersectoral Committee on Children and Violence and the Justice Training Institute.

b. Coordinating the delivery of sessions through the Justice Training Institute.

c. Administering participant evaluation and review processes and collating data in a post-pilot report.

d. Amending the curriculum and accompanying materials to reflect the outcomes of the pilot and the recommendations of the UNDP and GOJ partners.

 

Period of assignment/services: a) The consultant is expected to be engaged for 50 non-consecutive working days over a six-month period. b) The anticipated start date for the consultancy is December 2023.
