Scope of Work
The consulting firm will be required to work in close partnership with the Bureau of Gender Affairs (BGA) to implement the following activities: 
1) Develop a Sexual Harassment Policy and Procedures Toolkit, outlining step-by-step guidelines and simplified templates to assist small and medium-sized enterprises to comply with requirements under the Sexual Harassment Act. The Toolkit shall include, at minimum:
a. Step by step guidelines to developing and implementing legislation-compliant sexual harassment policies and procedures.
b. Step by step guidelines for receiving, recording, and submitting sexual harassment complaints, internally within an organisation and with the Sexual Harassment Tribunal.
c. Simplified reporting formats for recording and submitting sexual harassment complaints.
d. Templates and samples for organisational sexual harassment policies and statements required by the Sexual Harassment Act.
e. Simplified information on key components of the Sexual Harassment Act, including responses to Frequently Asked Questions supplied by the BGA.

2) Develop a Training of Trainers Manual for use by the BGA staff and other trainers building workforce capacity on the Sexual Harassment Act. The firm is therefore required to: 
a. Compile and review existing training tools and materials being used by the BGA to conduct training on the Sexual Harassment Act.
b. Develop (or adapt existing) training materials, presentations, interactive and reflective activities, discussion guides and other key content on the Sexual Harassment Act.
c. Integrate social context issues and gender-responsive perspectives in all training content, including any special considerations for persons with disabilities, youth, persons from rural and underserved communities and other vulnerable and disadvantaged groups.
d. Ensure that the unique needs of small and medium-sized enterprises (including both small businesses and non-profit organisations) are considered.
e. Develop evaluative tools and templates for use with training materials.

3) Conduct a comprehensive Training of Trainers activity, building training skills among BGA staff and stakeholders on the use of the Training Manual and Toolkit.
