Description of the Assignment:  

The Consultant will provide long-term continuous technical assistance and advice to the Ministry and the Project Management Team (PMT) in implementation of the capacity building related activities of the “Technical assistance in preparation of a loan proposal for the construction and furnishing of a Science and Technology Park in Banja Luka” project. S/he will ensure that the most relevant experiences and lessons learned in development of innovation ecosystems, establishment, activities, and management of STPs in the neighboring countries are taken into consideration when planning and delivering the key capacity building, strategic development, management and programmatic activities of STP BL. 

The Consultant will: 

Ø  P* Prepare detailed ToR for the “Needs assessment and action plan for the Banja Luka local innovation ecosystem” exercise to be conducted by independent experts. 

Ø  C* Conduct expert review of the deliverables produced by the experts engaged by Project to conduct “Needs assessment and action plan the local innovation ecosystem” exercise, and advise the Project Manager on quality and needs for improvements of the mapping. 

Ø  P* Prepare detailed strategy and operational documents for public calls for the future programmatic support activities of the STP BL. 

Ø  P* Prepare recommendations for the STP BL staff further training, education and skills development.   

Period of assignment/services: December 2023 - February 2024 (45 working days)
