Description of the Assignment:
The National consultant will responsible for planning, coordination for data collection, assess progress in achieving NBSAP national targets, using the global and/or national indicators of biodiversity status and trends, including the status of Monitoring and Evaluation System tracking the progress of NBSAP implementation. He/she will responsible for writing a report and facilitating consultation with stakeholders to finalize the report. He/she will also design and organize consultation workshops. He/she required to provide inputs to the reports and plans developed by International Biodiversity Management Specialist.
Scope of work
With guidance from International Biodiversity Management Specialist , the consultant will have the following principal responsibilities (expected results), as well as other related tasks that may be identified as necessary to the success of the Project in attaining its objectives:
Workplan
· Support the Develop a work schedule, and approaches for the required deliverables as well as conduct stakeholder consultations and other related activities for workplan development
Coordination and implementation of activities required to meet the deliverables
· Take lead on liaise with Governmental Actors and Non-Governmental Organisations (NGOs) as well as Community Based Organisations (CBOs) as required, including one-on-one calls and technical support
· Define, gather, organize, and analyze key data required for this assignments
· Support communication with key project partners, such as the CBD Secretariat, UNEP, UNEP-World Conservation Monitoring Center (WCMC), and non-state actors.
· Track progress to achieve component objectives
Technical services
· Together with the international consultant to develop reports, policy recommendations, and tools related to the targets in the emerging post-2020 GBF, and their updates
· Support literature reviews, knowledge management, compilation of information, and gathering of data on topics pertinent to the project, such as, but not limited to biodiversity and ecosystems in national, local and international contexts, sustainable development, Indigenous people and local communities; social entrepreneurship; engagement in global policy processes.
Communication
· Provide input to the drafting of press releases, talking points, PowerPoint presentation, social media communications, blogs and video messages related to the capacity building materials, text and photos, photo essays
· Develop and document best practices and lessons learned from the consultancy and develop case studies to showcase successful policy alignment, including examples of alignment between the NBSAP and the GBF targets
To achieve the stated objectives, the consultant shall provide the following:
- Inception report which outlines approach, methodology and work plan to be conducted by the consultant to complete this consultancy service.
- Reports on workshops and stakeholder consultations held with all supporting documents, photos
- Input to draft elements of the Report on conducting a rapid screening of key thematic areas in the NBSAP to determine where goals and targets are already well aligned with the GBF and where goals and targets need to be added or further aligned with the proposed new GBF goals and action targets.
- Input to Operationalized Plan to to update targets to be in alignment with new GBF (i.e., measurable, costed, spatially-explicit where appropriate, and grounded in operational units and agencies), including headline indicators and national targets and indicators and undertake the necessary consultaiotns and processes for the plans to be nationally approved.
- Input to Report of Gaps Assessment and identification in monitoring systems of the existing data and knowledge and institutional monitoring systems and frameworks for monitoring the status and trends of biodiversity, and other elements of the targets and indicators of the NBSAP, and for the headline indicators of the global monitoring framework
- Input to Monitoring Action plan for strengthening national monitoring systems to respond to the updated national targets and GBF, along with an initial costing of monitoring systems and sequencing of investment support to fill the monitoring gaps
- Meeting package and organizing series of consultation meetings.
Period of assignment/services: 50 working days.
