The United Nations Development Programme (UNDP), with financial assistance from the Government of Japan (under the Japanese Supplementary Budget -JSB), launched a crisis response project worth USD 2.77 million, to address food insecurity caused by the economic crises and climate vulnerability.  The project aims to address the immediate livelihood needs of farmers and their families, who are facing severe food shortages and lack sustainable livelihood practices. The project is expected to enhance household-level nutrition and improve food security that has been affected by the cascading economic crisis of the country. The project's primary objective is to diversify livelihoods and introduce entrepreneurship programmes, with a special focus on 8,000 women-led Small and Medium Enterprises (SMEs) living in seven districts of the dry zone, ensuring sustainable household income, food security, and nutrition security. The nine-month project scheduled to conclude by December 31, is implementing in Mannar, Kilinochchi, Mullaitivu, Trincomalee, Vavuniya, Anuradhapura & Polonnaruwa.

As part of this initiative, the project has provided one-month-old chicks along with chicken coops to support backyard poultry farming in individual households. In order to establish a sustainable poultry feed supply system, the project intends to introduce Black Soldier Fly (BSF) technology which is high-quality protein-based animal feed at the domestic level aimed at 2,000 households of the project. As the project is planning to provide BSF Home Units with the necessary accessories and training for the selected 2,000 beneficiaries. To successfully implement this component, UNDP is seeking the services of qualified contractors to fabricate and install 2,000 sets of BSF home units using HDPE containers (Poly drums) for the selected families in the Anuradhapura, Polonnaruwa, Trincomalee, Vavuniya, Mannar, Kilinochchi and Mullaitivu districts.

In this context the UNDP in Sri Lanka invites eligible suppliers to submit their quotations for Production and installation of BSF Home Units using HDPE container – 2,000 units.

Interested suppliers must submit their offer directly in the system as instructed in the solicitation document, following the instructions in the available user guide. Complete bids must be received by UNDP in the manner, and no later than the date and time specified in the portal as Close Date. If any doubt exists as to the time zone in which the Bid should be submitted, refer to http://www.timeanddate.com/worldclock/. It shall be the sole responsibility of the bidders to ensure that their bid is received by the closing date and time. UNDP shall accept no responsibility for bids that arrive late due to the courier company or any technical issues and shall only recognize the actual date and time that the bid was received by UNDP.

UNDP may, at its discretion, extend this deadline for the submission of bids by amending the solicitation documents. In this case, all rights and obligations of UNDP and bidders subject to the previous deadline will thereafter be subject to the new deadline as extended.
