Description of the Assignment:   Recruitment of a Consultant to conduct a Regional Study on the Illicit Financial Flows (IFF) related to the Hospitality and Transport sectors in West and Central Africa

 

Period of assignment/services : 83 days within a period of 4 months


Duty station : Home based


Qualifications of the Service Provider:

a. Education:

  • The Consultant must hold the minimum of a Master’s degree in Economics, Business Administration, Social Sciences, Development Studies, International Development or any other related field.

 

b. Experience:

  • The Consultant must hold a minimum of 7 years’ experience working extensively on exploring Illicit Financial Flows (IFF) in Africa. 
  • Good understanding of the challenges of implementing complex and large research.
  • Experience in providing technical advice for research teams and organizations.
  • Proven experience in working with regional and international organizations is desirable.
  • Experience in conducting statistical work, designing field surveys, experimental data collection methods, and processing data from non-traditional sources;
  • In engagement with the administration and government actors of countries in the WACA region with contexts on development and/or IFF.

·       Experience in the development of similar studies on a national/ regional scale, as well as in project management, communication and client relations with government partners

  • Mastery of online communication and collaboration tools and software (Zoom, MS Teams, Mural, etc.)  and data management and processing tools (database software) (e.g. .SQL, Oracle) would be an asset;
  • Mastery of data analysis and visualization skills;


c. Language:   

  • The Consultant must be proficient and fluent in both English and French Language.


d. Skills:

·       Proficiency in conducting research, writing/drafting and analytical skills

·       Excellent assessment as well as good oral, written communication and presentation skills;

 

e. Core competencies:

·       Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to maintain composure and remain helpful towards colleagues, but objective, without showing personal interest; capacity to transfer information and knowledge to a wide range of different target groups; and

·       Flexibility, adaptability, and ability and willingness to operate independently in and including possible extensive travel within the area of operations.

·       Coordination experience working with governments, development partners, and international organizations;  

·       Ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities.

·       Ability to achieve the objective in the field with a sufficient number of personnel capable of delivering the outputs described in the Terms of Reference

 

f. Cross-functional & Technical Competencies:

·       Knowledge of regional and global development frameworks mainly SDGs and Agenda 2063;

·       Knowledge of the UN programming principles- Leave no one behind (gender equality and human rights) resilience and sustainability;

·       Basic knowledge of Results-Based Management principles
