Introduction :

Scope of Work

The firm is expected to:

1.     Convene consultation with key stakeholders to:

-        Garner best practices and lessons learnt from previous applications of VTOL and LiDAR equipment.

-        Inform the effective development and implementation of VTOL and LiDAR application in forest areas in Jamaica. 

-        Acquire VTOL w/ LiDAR and Hyperspectral sensor (including an annual license and relevant warranties). The consultant is also expected to:

o   Conduct 3 Pilot Testing sessions of the VTOL w/ LiDAR and Hyperspectral sensor equipment. The consultant is required to prepare a report after each Pilot testing assessment noting challenges, imagery quality, and analysis of data collected.

o   Conduct Basic training in LiDAR Data Analysis with Forestry Personnel (see annex 1 for topics to be covered).

 

2.     Conduct 5-day advanced training with the technical Field team to include GIS personnel and ICT team members on LiDAR, spectral imagery analysis (See Annex 1 for topics to be covered); and prepare final report.

 

3.     Develop GIS Web Application and conduct 5-day training sessions on GIS Web development (See Annex 1 for topics to be covered) and prepare Testing and quality assurance report.Top of Form

 

The consultancy will be conducted in the specific context of Jamaica. As such, the Consulting Firm or Institution should have a strong and demonstrable background and knowledge of GIS Web Application Development, UAV operations, and LiDAR Data Collection and analysis. Interested institutions must meet the following criteria to be eligible for selection:

 Officially registered legal entity.

 Minimum 5 years of experience in UAV operations, GIS Data Management, Remote Sensing and Image Processing, and Project Management (evidenced by portfolio and case studies).

 At least three (3) years of experience working in the Caribbean.

 Demonstrated involvement in past projects related to surveying, mapping, environmental monitoring, or any other relevant applications.


The Firm shall provide sufficient evidence and details of qualifications, certification, experience and availability for and of personnel which must be available for the required time to allow the Firm to deliver on the requirements of the contract. At the start of the assignment, the Firm must

provide confirmation of availability of the personnel proposed at the time of bid. Where personnel are no longer available the Firm must provide similar evidence to assure that replacement personnel are similar or exceed the qualifications and experience of those previously submitted.

UNDP reserves the right to accept or reject the bid based on changes to the Firm personnel. The Firm shall provide evidence satisfactory to UNDP and as outlined in the contract to indicate the following:

 Qualifications of the personnel

 Certification of the personnel

 CV of the personnel

 Professional registrations (if applicable)
