Description of the Assignment: 


BIOFIN and the UNDP Insurance and Risk Finance Facility (IRFF) are aiming to create biodiversity solutions with the help of nature-based insurance products that can, not only protect      biodiversity but also utilize the services and      values of natural ecosystems to protect lives and livelihoods at risk.  The partnership forms the nucleus of an initiative to dramatically utilize the insurance of a public natural asset (the coral reef) to protect at-risk coastal communities, and bring resilience to local economies in the face of a changing climate and increasingly frequent severe weather. Importantly, this partnership is unique in addressing these challenges from both a natural capital and human capital (livelihoods) perspective.

The goal is to create a self-sustaining market for these types of insurance products in the Philippines, and considerably influence and enhance the role of coral reefs in building resilience.  The project will deliver environmental, social and financial impact, and help meet the Philippines’ commitments to the Kunming-Montreal Global Biodiversity Framework, the National Adaptation Plans, NDCs (Nationally Determined Contributions to the Paris Agreement) and      support in addressing many of the sustainable development goals (SDGs). At the local level, this will contribute to the portfolio of finance solutions in the Biodiversity Finance Plan which aims to mobilize resources for the Philippine Biodiversity Strategy and Action Plan. BIOFIN is currently working with the Negros provinces in the implementation of several finance solutions      for potential pilot sites for the study.

 In order to prepare for the design of the country project, the services of a Consultant are needed to collect and compile data for the candidate sites. The site will be selected from among the ones identified by the partner government agency.  The sites will be refined based on discussions among the BIOFIN, IRFF and government counterparts.

Period of assignment/services 30-person days
