Introduction :

This consultancy is expected to take place under the auspices of the Project for Improving Performance of Local Services (PIPLS) in Bosnia and Herzegovina, financed by Sweden and co-funded and implemented by the United Nations Development Programme (UNDP). The Project is a 4-year intervention in the domain of local governance. As part of the UNDP BiH’s Good Governance Sector’s portfolio, the PIPLS Project delivers targeted technical assistance to partner local authorities in improving their financial and asset management practices, as well as providing co-financing for the implementation of critical service delivery priorities.

The main objective of the consultancy is to offer independent quality assurance of construction works delivered in local communities helping ensure the successful implementation of infrastructure projects supported by the PIPLS Project.

In this regard, Civil Engineer / Architect for quality assurance of the completed works on local infrastructure will be engaged. 

Specifically, the Consultant is expected to perform the following tasks: 


  • Prepare a detailed work plan and submit it to PIPLS Project Manager for approval;
  • Undertake a detailed review of construction documentation (construction books, daily logs, supervision reports, attestation documentation) and ensure its completeness in line with relevant laws and technical regulations
  • Conduct quality assurance of finalized rehabilitation/construction works in line with the design documents, Final Certificate Payment, Entity Spatial Planning and Construction Acts and relevant by-laws, technical regulations, general and special technical conditions and professional codes;
  • Inspect quality of built-in materials in accordance with the contracted BoQ and design documents;
  • Undertake detailed control of quantity of performed works against the final payment certificates;
  • Determine the extent and nature of defects if discovered during survey of executed construction works, if any;
  • Perform evaluation of finalized works on infrastructure in respect to the public safety regulations and good practice;
  • Prepare preliminary narrative and financial reports on template provided by UNDP for each construction site with presentation of findings and results with recommendations for quality improvements and additional works, where necessary.
  • Undertake monitoring over the execution of mitigation activities in line with recommendations of the audit, if any.
  • Provide final reports in form defined by UNDP signed both by the auditor and the contractor for each construction site.
