Introduction :

Dear Candidate,

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Evaluations (ICPEs) to identify, from evaluative evidence, UNDP's contribution to development results in the countries where it operates. They are also used to analyze the effectiveness of UNDP's strategy of harnessing national efforts to achieve these results. The purpose of an ICPE is to:


i) support the development of the next UNDP Country Programme Document (CPD), 

ii) strengthen the accountability of UNDP to national stakeholders, 

iii) strengthen the accountability of UNDP to the Executive Board, and 

iv) contribute to institutional learning, knowledge generation and sharing.


From May through December 2024, IEO will conduct the ICPE of the UNDP country programme in Uganda (2021-2025). Results of the evaluation are expected to feed into the preparation of a new country programme starting in 2025. As a country‐level evaluation of UNDP, the scope of the ICPE includes the entirety of UNDP's portfolios and activities during the programme cycle under review, including UNDP’s COVID-19 response and recovery support, and will pay attention to the integration of recommendations, best practices and learning from previous evaluation exercises.


The IEO seeks an independent consultant/evaluator to cover the country programme’s Climate, Energy and Resilience pillar and to contribute to the ICPE for Uganda. The consultant will assess a thematic portfolio of projects of both a strategic and decentralized/local development nature linked to: sustainable and resilient economic growth, which covers entrepreneurship and employability especially of youth and women, refugee livelihood, MSME development, free trade zones, inclusive green growth and inclusive business models, digitalization and financial inclusion.
