United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

The UNV Full Funding programme (hereinafter “FF”) is a mechanism by which partners external to the United Nations can sponsor the entire cost of UN Volunteer assignments that will be hosted in a UN agency, fund or programme. Approximately 6% of the UN Volunteers deployed every year are not sponsored directly by the United Nations host entities, but by an external partner External partners sponsoring FF provide direct support (in 2022: 736 out of 12,408 UN Volunteers) to the achievement of UNV’s Strategic Framework (2022-2025) Outcome 1 (Contributing to a people-centred United Nations: The functioning of the United Nations system is supported through the engagement of empowered UN Volunteers) as well as to the achievement of the Sustainable Development Goals through the UN Volunteers’ contributions.

The External Relations and Communications Section (ERCS) builds and nurtures corporate partner relations, leads donor resource mobilization, and conducts effective communications and advocacy efforts to highlight the value of volunteerism for peace and development and the contributions of United Nations Volunteers (UNV) programme and UN Volunteers.  ERCS leads and manages UNV’s corporate strategic partnership relations with Member States, intergovernmental, non-governmental organizations, financial institutions, foundations, civil society, academia, media, and the private sector to promote UNV’s mandate and initiatives, raise awareness and stimulate action to advance UNV’s global agenda and resource mobilization.

To better understand the career trajectories of these fully funded UN Volunteers, particularly their retention within the United Nations system, UNV conducted online surveys with these UN Volunteers in 2016 and 2020. In 2016, UNV conducted the first FF Retention Survey capturing data from former FF UN Volunteers who served between 2006 and 2015. The aim of the survey was to produce evidence-based information on the contribution of a full funded UN Volunteer assignment to the volunteer’s career prospects and employability in the field of international development cooperation and in particular in the UN system.

In February 2020, a new survey was sent to 1,943 UN Volunteers who had served as UN Specialist Volunteers and UN Youth Volunteers[1] and who had completed their first fully funded (FF) assignment between 2008 and 2019. 1,031 UN Volunteers completed the survey, representing a 53% response rate, an improvement from the 2016 survey where the response rate was 43% (620 respondents).

Within this framework, the Consultant will lead and implement all tasks related to the 3rd UN Volunteers Full Funding programme Career Trajectories Survey (hereinafter “Career Trajectories Survey”), including the analysis of the results and packaging the results in reports for internal and external dissemination.

In addition, UNV has conducted in the past online surveys with its external partners (non-UN), gathering information on their satisfaction with the collaboration, enquiring about UNV’s offer and products, and collecting general partners' feedback. The Consultant will also facilitate this survey, analyse the results and draft the survey’s report.

The information of the two surveys will be used to inform recruitment marketing activities for mobilization of UN Volunteers, strengthen the FF programme and to enhance the relationships with new and existing partners.
