| Introduction : Country: Ukraine Project Name: Recovery and Peacebuilding Programme Title of assignment: National Individual Consultant on comprehensive analysis of regional labor market and the State Employment Service and their implications for the Vocational Education and training system of Mykolaiv region Duty Station: Home-based Period of assignment/services: Up to 4 months Main objectives of the assignment: The main objectives of the assignment are: (i) to conduct comprehensive analysis of the present labour market requirements and what demands are expected in the near future; (ii) to conduct interviews with local employment experts and regional employers that have information on the labor market situation in their area; (iii) to provide the review of the State Employment Service activity. Scope of work: The Individual Consultant for comprehensive analysis of regional labour market and the State Employment Service under the supervision of the Specialist on Employment and Entrepreneurship will be responsible for implementation of following tasks: 1. To prepare action plan to carry out the assignment and develop the methodology for the analysis and forecast labour market needs and for review of the State Employment Service activity and agree it with the Specialist on Employment and Entrepreneurship using different sources of information and modern research approaches to give the comprehensive analysis of the regional labour market; 2. To conduct in-depth interviews (at least 20) with local employment experts in particular with representatives of recruitment agencies and the state employment service centers that have information on the labor market situation in their area; 3. To conduct survey of the regional employers by types of economic activity, including agrarian enterprises; 4. To forecast labour market needs, the volumes and structure of labor demand in middle and in long term perspective; 5. To give an overview of the Regional State Employment Service System and the main directions of its activities, including training activities; 6. To prepare and conduct off-line (if the security situation allows ) / online presentation and handouts of the study results to support inclusive and participatory process and proper discussions with major stakeholders in Mykolaiv (the event will be organized by UNDP).
