7.6.1 FINANCIAL SERVICES TO ADMINISTER WATER, SANITATION AND HYGIENE (WASH) LOANS TO THE RESIDENTS OF MOSHIE ZONGO AREA, KUMASI, GHANA

BACKGROUND

UNDP is supporting the Kumasi Metropolitan Assemblym to improve access to safe and hygienic private toilets for the inhabitants of the low-income community of Moshie Zongo. In Kumasi, 50% of its 1.2 million population lack access to toilets in private households. The problem is worse in low-income communities such as Moshie Zongo, where 82.7% of the households do not have access to decent sanitation.

The Kumasi Metropolitan Assembly has considered several measures to address this problem over the years. Following previous pilot experimentation, the Kumasi Metropolitan Assembly (KMA) has designed an initiative to provide household toilets to low-income residents in the Moshie Zongo area, by providing low interest loans to residents interested in constructing toilets in their own households. The initiative also contemplates training unemployed youth to build locally designed low-cost toilets. This initiative was one of the 15 winners of the Global Mayors Challenge in 2021.

To implement this project, United Nations Development Programme (UNDP) and the Kumasi Metropolitan Assembly are exploring to contract a contractor (i.e., Rural Bank, Savings & Loans Company and/ or microfinance institution) to:

  • 1.    manage a UNDP/KMA sanitation fund to finance the construction of no less than 400 toilet for a targeted population of 400 households, where the Kumasi Metropolitan Assembly will provide the list of potential beneficiaries, identified local providers of materials and locally trained artisans skilled in building toilets;
  • 2.       manage the recovery of loans from beneficiary households (immediately after the construction is completed) with a deadline of 1st June 2025; and
  • 3.       set up a mechanism to sustain the building of additional toilets with the recovered funds from the beneficiaries.

This exercise requires a high level of technical expertise, intensive human resources with good network and access to national and relevant data from ministries and government agencies in relation to WASH financing.

Therefore, it is important for UNDP to recruit an institution with relevant qualifications, competencies, and skills in financial and economic analysis for social sectors, especially in Water, Sanitation and Hygiene (WASH).

OBJECTIVE

The specific objective is to implement and manage an innovative financial product with guidance from the Kumasi Metropolitan Assembly to provide loans (toilet facility loans) at concessionary fee to the residents of Moshie Zongo, Kumasi and enable them to finance the construction of toilet facilities in their own households to improve access to safe and hygienic private toilets for the community and to set up a mechanism to sustain the building of additional toilets with the recovered funds from the beneficiaries based on performance.

The initiative also contemplates the objective of training unemployed youth to build locally designed low-cost toilets.
