Decarbonization of the energy sector is certainly the biggest challenge in Bosnia and Herzegovina as a huge portion of electricity is produced in coal-fired power plants. To make transition, Bosnia and Herzegovina needs to define legally binding objectives with timelines and pathways, while ensuring regulatory and financial mechanisms and capacities for implementation. Based on the development needs of Bosnia and Herzegovina, UNDP in Bosnia and Herzegovina is interested to explore how to apply the portfolio approach for a more strategic, relevant and coherent development offer in the area of decarbonization and establishment of sustainable financial instrument, as a lever to support government, private sector and society re-think and re-orient the economic model towards sustainability. The main scope is to have an overview of the institutional and legal environment and analysis of the current conditions for development of green financing as a part of the B&H’s overall decarbonization agenda and to create a proposal of the scheme for financing decarbonization activities.
