Introduction :
UNDP Bhutan seeks proposal from qualified and experienced international consultant for Analysis and need assessment for advancing Disaster Data Architecture for Climate-Induced Loss and Damage (Bhutan-ADDA).

Brief scope of the assignment are as below. However, please refer to the detailed TOR attached. 

  1. Review, document and analyze records of disasters and existing disasters related databases in Bhutan;
  2. Review global, regional and UNDP’s support in numerous countries in establishing national disaster loss and damage databases system at different levels.
  3. Review data governance, management and operating procedures including reporting system and platforms.
  4. Identifying potential gaps, barriers, limitations and needs to implement data-driven decision making in the country.
  5. Identifying opportunities and entry points to strengthen data governance.

The International Consultant will be the lead with support from the national consultant/expert. He/she will provide overall guidance and technical inputs to ensure that the assessment conducted is in conformity with the goals, expectations and standards as outlined in this TOR and quality acceptable to UNDP. The international expert jointly with the local consultant/expert will work closely with UNDP Bhutan and the partners at the government and UNDP regional experts.
