Introduction :

Provincial Climate Change Strategy and Action Plan (PCCSAP) of Gandaki prepared in 2021 is still in draft form and has not been endorsed yet. Considering the need on the update of the data and linking with the NDC Implementation Plan 2023, National Adaptation Plan 2023, revision of second NDC and the second provincial five-year plan, review, and update on the PCCSAP is needed. In this context, some data might need to be updated, and some additional literature needs to be reviewed given the recent development in the Conference of Parties (CoP) 28, including Loss and Damage, Mountain agenda in the GST text, roles of youth and gender among others.

The scope of the study includes the following:

Review of key policies, acts, regulations of federal and sub national levels related to climate change to reflect /align in the PCCSAP.

Coordination / communication with Provincial Focal Ministry (with support of UNDP) to organize.

o Inception Workshop

o Bilateral Consultation / interactions with relevant provincial institutions- both government and non- government / civil society organizations

o Wider Stakeholders workshop

Analysis of the inputs received from literature review (policy documents), workshops, bilateral meetings, and other interactions.

Finalization of PCCSAP - English and Nepali for endorsement from the focal Ministry.
