Country: Bangladesh

 

Description of the Assignment:  Bangladesh has made great strides in implementing the Sustainable Development Goals (SDGs). However, the country is still facing multiple challenges in achieving the SDGs by 2030. Despite steady economic progress, the country has been facing pressing governance challenges. The government’s 8th Five-Year Plan (FYP) and Perspective Plan-2041 recognized that national and local government institutions have to play more important roles in ensuring transparency and accountability. The World Bank report shows a declining trend in Good Governance Indicators, including voice and accountability, control of corruption and government effectiveness. SDG dashboard and tracker reveal that SDG-16 is stagnant, which demands deliberate efforts to support the government of Bangladesh to improve governance through strengthening key strategic institutions.

In line with this, UNDP, over the years has supported the Local Government Division (LGD) and the LGIs to promote local governance and improve service delivery at the sub-national level aligning with MDGs/SDGs through Efficient and Accountable Local Governance (EALG) project. The commendable results, innovative approaches and lessons learned from EALG drive LGD to design a similar type of project with UNDP’s technical support in the designing process for EALG Phase II On the other hand, UNDP has been working with the NGO Affairs Bureau (NGOAB) to enhance institutional capacity to effectively perform their responsibilities aligning with the obligation of Citizen Charter. Recently, UNDP has signed the Institutional Strengthening for Promoting Accountability and Transparency (ISPAT) project to support the institutional capacity development of NGOAB for improving transparent and accountable services of NGOs for the poor and marginalized communities. Looking forward, from time to time the draft TAPP and Project Documents (ProDoc.) for EALG Phase II need to be revised and a Project Document (ProDoc.) and Technical Assistance Project Proposal (TAPP) of the ISPAT Project needs to be developed based upon the continuous feedback from the government and DPs. Extensive stakeholder consultations, document preparation (e.g. working paper, meeting minutes, power point presentation, concept note, brief both in English and Bangla), and continual revision are required to secure approval and ensure effective inception of EALG Phase II and ISPAT, respectively. Therefore, the National Consultant will support the formulation, coordination, and approval process of these LGD and NGOAB Projects from 01 April 2024 to 31 August 2024 so that the EALG Phase II and NGOAB-ISPAT Projects can be approved and implemented at the earliest.  

Period of assignment/services: 100 working days over five (5) months
