Description of the Assignment: Cox'sbazar

The assignment is to support efforts to improve community safety, with a focus on coordinating the development and operationalization of community safety mechanisms, in the most affected areas of Cox's Bazar, particularly Ukhia and Teknaf. The International Consultant will collaborate with UNHCR, IOM, and relevant stakeholders to address safety and security issues and identify the limitations of protection mechanisms including current access to justice situations both for formal and informal, conflicts between and among the camp communities, and power dynamics. Responsibilities also include evaluating the services of the security forces, assessing activities of conflicting groups, identifying potential camp communities for the project interventions, and suggesting ways to forge partnerships and trust between and among the APBn, District Police and the concerned communities. The goal is to contribute to the effective implementation of a community-based protection mechanism, i.e. community safety forum (CSF), community policing forum (CPF), or an alternative, in Ukhia and Teknaf. Additionally, the consultant will design and plan capacity-building initiatives, coordinate field activities, facilitate training sessions, conduct data analysis, and assess logistical needs to achieve project objectives.

The International Consultant shall embark on a multifaceted exploration and intervention strategy underpinned by a profound commitment to addressing the Rohingya camp crisis comprehensively. This encompassing scope of work is designed to holistically assess, analyze, and remediate the multifarious following dimensions of the crisis


Period of assignment/services: 90 days over the period of 5.5 months
