Description of the Assignment:
UNDP is supporting ITMA (Technological Institute for Administrative Modernization) in seeking technical assistance to provision the Ministry of Transport, Telecommunications and Digital Economy (MTTED) in the design, drafting, validation and dissemination of the Integrated Government Strategy for the Digital Transformation of Guinea-Bissau centered on the citizen and the respective roadmap for it's implementation.
The overall objective of the consultancy is to develop a comprehensive and effective Integrated Digital Transformation Strategy for Guinea-Bissau and its roadmap to support its successful implementation, promoting the digitization of the public sector, improving service delivery to citizens and strengthening digital governance, which should be a concise document of no more than 150 pages. In addition, the strategy and roadmap must include an Executive Summary of no more than 10 pages.
The strategy should include a brief assessment of the current situation, present the government's vision for digital transformation and its specific objectives. It is important to emphasise that the strategy must contain concrete targets, year by year, together with the identification of the institutions responsible for achieving each target. In addition, a budget must be presented for implementing the actions proposed in the strategy.
The Integrated Strategy must be accompanied by a Roadmap, which will define an implementation period, covering up to 2030. This plan will detail the actions to be carried out, the specific deadlines and the resources needed for each phase of the digital transformation and a public presentation should be made through a workshop.
To achieve this goal, it is essential that the work is carried out locally, on the ground, to ensure a thorough understanding of the Bissau Guinean context and effective collaboration with local stakeholders.
Period of assignment/services: 66 working days (of which 30 in Guinea-Bissau and the remaining home-based), over 12 weeks.
