Description of the Assignment:  The National consultancy will detail out the design and operations of the national emission reduction reporting system and carbon registry and test run the system with an experimental data set. Please refer to attached TOR.

 

Period of assignment/services : 40 days (8 weeks) over 9 months starting date April and ending date December 2024

SCOPE OF WORK.


The consultancy will detail out the design and operations of the national emission reduction reporting system and carbon registry and test run the system with an experimental data set. Typically, emission systems have two interconnected functional components. The first component is the hardware with IT, data storage, security and network infrastructure, while the second component is the soft covering the management and operation of the hardware and data flows managed by the MEFT and National Statistics Agency (NSA) which will also enable institutions to easily access, share and compare data relevant for climate action. Taking the above into consideration, the assignment will involve the following: Define the system requirements, design a prototype and the national Transparency/MRV system with the key building blocks, for the NDC tracking system based on the digital public good opensource codebase core module to be developed by UNDP:  The design should respond to the preferences of the ultimate operator and end-users in accordance with international and national knowledge and experience but based on the generic functionalities as per UNFCCC guidance and good practice procedure. The design should include a data collection system with clear responsibilities and recommend applicable modules.  The design should allow for linking to the other platforms such as ITMOs, national Carbon registry, CAD Trust  Provide technical support, and specifications for the procurement of adequate infrastructure to host the system at the chosen hosting national agency including resource requirements;  Set-up the IT system with all the recommended design features and levels of complexities.  Develop an operational manual for troubleshooting instructions for the NDC tracking system taking into consideration the different roles of operators, and national and international users.  Oversee the test run of the system including NDC action database set up and configuration and data entry.  Develop a robust service level maintenance plan for the system.  Develop a deployment roadmap that will ensure all key sectors have access to the system  Provide recommendations for further improvement of the national integrated MRV system.  Provide targeted and adequate sectoral (energy, forestry, transport, government, banking, etc) training for the use of the NDC tracking system different module.
