. CONTEXT

Guinea-Bissau has ratified or acceded to virtually all international human rights treaties of the United Nations and the African Union. However, it appears that in practice, there is limited, if not non-existent, interaction between national institutions and supranational international protection mechanisms. In fact, there is a persistent non-compliance with the responsibilities arising from these treaties, namely, in the presentation of reports both at the UN and the African Union. The country is in non-compliance with the presentation of UN treaty reports and, with regard to the African Union, namely the African Charter on Human and Peoples' Rights, ratified since 1986, the country is one of the few that has not yet submitted none of the required reports. Furthermore, despite the existence of the UN special procedures mechanism, with immediate and universal reach, i.e., without the need for ratification of an international legal instrument, it appears that since 2012, this mechanism has only been activated seven times in relation to human rights violations. in the country.

CONSULTING OBJECTIVES

It is based on this panorama that a program is being sought to strengthen the capacities of Guinean actors to use human rights mechanisms at an international level. We are looking for a program where activists from Guinea-Bissau receive training on international human rights instruments and how to interact with them, both at the international (UN) and regional (AU) levels. Just as we are seeking to monitor processes.

initiated at the international level and advocacy so that recommendations from international bodies receive due attention from state authorities and are reflected in State actions.
