Introduction :

Climate Change Financing Framework (CCFF) helps to align strategies and action plans for climate mitigation and adaptation with bottom-up planning and budgeting processes and will enable existing climate change budget coding and expenditure tracking systems to expand both horizontally across sectors as well as vertically to the provincial and local level. 


The purpose of the consultancy assignment is to review impact of climate change on the financial sector of Nepal serving the Medium and Small-Scale enterprises and develop policy document for access to financial instruments (e.g., green bonds, blended finance, carbon credits and climate insurance). 


Output 1: Inception Report

Output 2: Assessment of vulnerabilities, economic implications, and risk analysis

Output 3:  Identify need for Capacity Building, awareness, and review of Financial Instruments

Output 4:  Identify need for Capacity Building, awareness, and review of Financial Instruments

Output 5: Engage and consult with relevant stakeholders from the Government and non¿government agencies in the process of preparation of recommendations and chart out reforms required in policy.
