Title: Consultant for development of a research paper for the Regional Human Development Report 2025 for LAC on Literature Review - Resilience and Human Development

Type of Contract: Individual Contract

Direct Supervisor: RBLAC Chief Economist

Duty Station: Home-based.

Estimated Start Date: as soon as possible.

Duration: 6 months 

 

Description of the Assignment:  


Under the guidance and reporting directly to the RBLAC Chief Economist, the consultant will be responsible for writing a research paper answering (some of) the following questions: 

- Conceptual Exploration: Review and analysis of existing literature on the conceptualization of resilience, examining the multidimensional nature of resilience, encompassing exposure to risks, and building coping mechanisms, and how this conceptualization has evolved over time.

- LAC Region Focus: Investigation and synthesis of literature specific to the LAC region, exploring the unique challenges, vulnerabilities, and resilience-building efforts within the economic, environmental, social, and governance contexts.

- Frameworks and Indices: Evaluation of the utilization of frameworks and indices, such as the Multidimensional Poverty Index (MPI), the Multidimensional Vulnerability Index (MVI) and other tools, in understanding and quantifying resilience within human development, with a focus on their application in the LAC region.

- Agency and Contextual Factors: Exploration of how agency, in the form of proactive responses and coping mechanisms, influences the resilience of individuals and communities, and delve into contextual factors shaping these responses, considering socio-economic, cultural, and institutional contexts.

- Long-Term Impacts: Analysis of the long-term impacts of resilience-building efforts on human development outcomes, particularly focusing on how the proactive creation of new capability sets contributes to sustained well-being.
