Introduction


The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is carrying out an evaluation of ‘UNDP support to the digitalization of public services’, as planned in its multiyear programme of work (2022-2025) approved by the UNDP Executive Board in February 2022. 

The IEO seeks evaluation consultants to assess UNDP work on digitalization of public services. This includes areas such as core government functions (public sector reforms, e-services at central and local level), electoral systems (voting systems, voter registration, IT based early warning and early response systems), social innovation platforms to strengthen people-centric engagement, legal identity (civil registration, vital statistics, national population registries), rule of law (digital legal systems, e-justice mechanisms), information integrity (data protection, privacy, ethical use of biometrics). The evaluation consultants will also undertake case study reviews across all regions UNDP operates (Africa, Arab states, Asia and Pacific, Latin American and the Caribbean, Europe and the CIS).

This EOI is being conducted to gather a pool of interested candidates for these consultancy positions. The assignments will be home-based with possible travel to UNDP regional hubs and country case study locations, depending on the progression of the pandemic and related safety conditions, with an estimated duration of 30 to 60 days (each consultant, depending on the specific assignment) between February and October 2023.
