Introduction
Country: Vientiane, Laos with telecommunication engagement with country office and government counterparts.
Description of the Assignment:
Under the overall guidance of the Head of the Governance Unit, the inclusion specialist, the Country Office Economist Team, and technical experts at UNDP Bangkok Regional Hub and ILO. The National Consultant will be responsible for the following:
Task 1: Harmonizing and strengthening access to social protection schemes for persons with disabilities, including UXO victims
· Review the National Social Protection Strategy (NSPS), the Law on Social Security, and the Law on Health Insurance.
· Review the findings of the ongoing mid-term review of the National Social Protection Strategy (NSPS) supported by ILO and the Ministry of Labour and Social Welfare.
· Conduct three stakeholder consultations to identify social protection gaps and current social protection entitlements available/implemented for persons with disabilities and UXO victims.
· Develop a brief report based on the findings of the consultations on extending social protection coverage to persons with disabilities and UXO victims.
· Present the key findings in a PowerPoint presentation to relevant stakeholders and Organizations of Persons with Disabilities (OPDs).
Period of assignment/services: 36 working days.
