Description of the Assignment:
Scope of Work
Under the overall guidance of the GBF-EAS Jamaica Technical Working Group (TWG), the consultant will be expected to undertake the following tasks:
1) Define and submit a detailed methodology in consultation with the Lead Consultant.
2) Conduct a needs assessment/analysis to inform the proposed communication plan. The consultant is expected to undertake relevant qualitative and quantitative research processes to design the communication plan.
3) Develop a costed communication plan to include at minimum:
a. Situation analysis/background;
b. Audience Analysis and Identification;
c. Proposed GBF related messaging, consistent with GOJ and UNDP guidelines;
d. Proposed communication interventions and associated costed workplan;
e. Results Framework (communication objectives, outputs, indicators, targets);
f. Monitoring Plan.
4) In collaboration with the Lead Consultant, TWG, and in consultation with communication officers in the respective agencies, lead the implementation of the communication plan to increase awareness and visibility of the GBF and Jamaica’s new national targets among the identified audience.
5) Provision of regular updates and reports on the results of communication interventions to Lead Consultant, UNDP & the TWG as requested.
