Introduction
United Nations Development Programme, hereinafter referred to as UNDP hereby invites prospective bidders to submit a bid in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB) # UNDP-KAZ-00345 on provision of of videography, photography and graphic design services for UNDP in Kazakhstan.
At UNDP, external and internal communication—nationally, regionally, and globally—is critical to achieving both development results and business objectives. Skilful communication contributes to transparency and development effectiveness, attracts and fosters strong partnerships, and can boost resource mobilization. Communications also plays a crucial role in positioning UNDP as a credible and trusted development partner and thought leader, creating greater awareness about the organization’s work and its impact on the continent. The Terms of Reference outline the requirements for professional videography, photography, design services to capture high-quality images of UNDP Kazakhstan events. The aim is to produce compelling visual narratives that support UNDP's communications goals, highlight its work, impact, and key messages for a diverse audience.
To achieve cost efficiency from economies of scale while ensuring outstanding quality of services, it was agreed by UNDP Kazakhstan to consolidate videography, photography, graphic design services and conclude long term agreements (LTAs) for the provision of videography, photography, graphic design services for a maximum period of three (3) years. The successful company (ies) shall be contracted for an initial period of one year, and the contract shall be renewable upon documented satisfactory performance for additional two (1+1) years.
Videography, photography, graphic design services were divided into three Lots. The approximate budget for 2024 year for all three Lots is 200.000 USD. According to historical data and planned procurement, the budget is divided as follows:
- Lot 1, for videography services 75.000 USD
- Lot 2, for photography services 55.000 USD
- Lot 3, for graphic design services 70.000 USD
Therefore, the total ceiling within the lifetime of LTAs will be USD 600,000 which will be distributed as follows:
Where more than one winner is expected, the secondary bidding will take place for each UNDP request among LTA holders. In secondary bidding price cannot go over the ceiling amount per unit established by the supplier but can be lower. Upon compliance with technical requirements, lowest priced offer wins. The LTAs shall not guarantee an estimate volume of sales on the part of UNDP.

В ПРООН внешняя и внутренняя коммуникация — на национальном, региональном и глобальном уровнях — имеет решающее значение для достижения как результатов развития, так и бизнес-целей. Умелая коммуникация способствует прозрачности и эффективности развития, привлекает и развивает прочные партнерские отношения, а также способна стимулировать мобилизацию ресурсов. Коммуникации также играют решающую роль в позиционировании ПРООН как заслуживающего доверия и надежного партнера по развитию и идейного лидера, повышая осведомленность о работе организации и ее влиянии на континенте.
В Техническом задании изложены требования к услугам профессиональной видеографии, фотографии и графического дизайна для создания высококачественных изображений мероприятий ПРООН в Казахстане. Цель состоит в том, чтобы создавать наглядные визуальные нарративы, которые поддерживают коммуникационные цели ПРООН, освещают ее работу и влияние, доносят ключевые посылы для разнообразной аудитории.
Для достижения экономической эффективности при обеспечении высокого качества услуг офис ПРООН в Казахстане решил объединить услуги видеографии, фотографии и графического дизайна и заключить долгосрочные договора (далее- ДС) на предоставление услуг видеографии, фотографии и графического дизайна на максимальный период в три (3) года. С успешной(-ыми) компанией(-ями) будет заключен договор на первоначальный период в один год, затем, при документальном подтверждении удовлетворительной работы, соглашение может быть продлено еще на два (1+1) года.
Услуги видеографии, фотографии, графического дизайна разделены на три лота. Примерный бюджет на 2024 год для всех трех лотов составляет 200 000 долларов США. Согласно историческим данным и плановым закупкам, бюджет делится следующим образом:
- По Лоту 1 на услуги видеографии - 75 000 долларов США.
- По Лоту 2 на услуги фотографии - 55 000 долларов США.
- По Лоту 3 на услуги графического дизайна - 70 000 долларов США.
Таким образом, общий лимит в течение срока действия ДС составит 600 000 долларов США, которые будут распределены следующим образом:
