Description of the Assignment:  


The overall objective of the consultancy assignment is to support the project and team to ensure compliance with GEF and UNDP Social and Environmental Standards (SES) and implementation of the project’s Environmental and Social Management Framework (ESMF). To achieve this overall objective, the Social and Environmental Safeguards Specialist will support the project team and national counterparts, namely Implementing Partner (IP) and Responsible Parties (RPs) to:

  • Update and monitor progress in development/implementation of the project ESMP/ ESMF ensuring that UNDP’s SES policy is fully met, and the reporting requirements are fulfilled;
  • Oversee/develop/coordinate implementation of all safeguard-related plans; including the Indigenous People plan; project’s FPIC guideline and project Anti-Sexual Exploitation, Sexual Harassment and Abuse guideline;
  • Ensure social and environmental grievances are managed effectively through the project’s grievance redress mechanism (GRM) and with transparency;
  • Review the project’s Social and Environmental Screening of activities annually, and update and revise corresponding risk log; mitigation/management plans as necessary;
  • Ensure full disclosure of safeguards instruments and associated documents to all relevant stakeholders;
  • Ensure environmental and social risks are identified, avoided, mitigated and managed throughout project implementation; and
  • Work with the M&E officer and Stakeholder Engagement and Gender Officer to ensure reporting and M&E fully address the safeguard concerns of the project — across all three project Components. 

 

Period of assignment/services: 60 days (over 1-year period), with possible extension
