Introduction :
The scope of the work:

Legal Analysis and Harmonization:  Perform a comprehensive review and analysis of agricultural insurance laws, regulations, and policies from key countries with established agricultural insurance markets, alongside state-specific agricultural laws in India, and related Indian legislation on insurance, risk finance, farmer welfare, and rural development. Identify best practices in legal and regulatory frameworks for promoting agricultural and rural insurance and identify gaps and areas for improvement in the existing legal framework for agricultural insurance in India with a focus on leave no one behind. 

Stakeholder Consultation:  Engage with relevant stakeholders including national and international lawmakers, think tanks, legal experts etc. through interviews, focus groups, to gather insights and feedback. 20+ stakeholders should be consulted. List of stakeholders should be finalized in consultation with the UNDP. 

Policy Framework Drafting:  Develop a comprehensive strategic framework outlining policy recommendations, regulatory reforms, and implementation strategies for promoting agricultural and rural insurance in India. Comprehensive Framework should adhere to India's legislative drafting procedures. This shall include a structured format with chapter-wise explanations, covering preliminary provisions (title, extent, definitions), substantive provisions (eligibility, coverage), administrative provisions (overseeing body establishment, functions), financial provisions (funding, reinsurance mechanisms), and miscellaneous provisions (dispute resolution, amendment procedures).
Strategic framework and guideline should be compatible with both central and state legal provisions, reflecting agriculture's status as a state subject in India, and facilitating integration within the existing legal system.
