PROJECT DESCRIPTION In 2021 the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan (hereinafter – the Ministry) and the United Nations Development Program in Kazakhstan (hereinafter – UNDP) have signed an agreement on the implementation of a joint project “Enhancing Effectiveness of Social Protection Programmes and Improving Access and Participation of Socially Vulnerable Groups” for 2021-2023 (hereinafter – the joint project). In 2023, Kazakhstan ratified the Optional Protocol to the CRPD. In March this year, the UN Committee on the Rights of Persons with Disabilities considered an initial report on the measures taken by the Republic of Kazakhstan to implement the CRPD and presented its observations and recommendations on improving the situation of persons with disabilities in Kazakhstan. On behalf of the President, the country has begun developing the Concept of an Inclusive Policy in the Republic of Kazakhstan until 2030 (hereinafter – the CIP), which should be adopted in December 2024. In this regard, the Ministry initiated the creation of a working group on the development of a draft of the CIP headed by the Advisor to the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan on disability issues (hereinafter – the working group) and appealed to UNDP to provide expert assistance in this direction. This Terms of Reference contains the scope of work, expected results and requirements for the national expert on the preparation of the draft Concept of Inclusive Policy until 2030 (hereinafter – the National Expert). -----------------------------------------------------------------------------------------------------------------------

В 2021 году Министерство труда и социальной защиты населения Республики Казахстан (далее – Министерство, МТСЗН) и Программа Развития ООН в Казахстане (далее - ПРООН) заключили Соглашение о реализации совместного проекта «Повышение эффективности и доступности программ социальной защиты и активации для социально-уязвимых групп населения» (далее – совместный проект).
Проект направлен на дальнейшую поддержку усилий Республики Казахстан в совершенствовании социальной политики в соответствии с Повесткой дня в области устойчивого развития на период до 2030 года. По поручению Президента в стране начата разработка Концепции инклюзивной политики в Республике Казахстан до 2030 года (далее – КИП), которая должна быть принята в декабре 2024 года. В этой связи Министерство инициировало создание рабочей группы по разработке проекта КИП во главе с Советником Министра труда и социальной защиты населения РК по вопросам инвалидности (далее – рабочая группа) и обратилось в ПРООН оказать экспертную помощь в этом направлении. Настоящее Техническое задание содержит объем работ, ожидаемые результаты и требования к национальному эксперту по подготовке проекта Концепции инклюзивной политики до 2030 года (далее – национальный эксперт). ---------------------------------------------------------
