Background


The objectives of the consultancy are to support the NCPD to develop a CRPD NAP M&E framework for NCPD. The Consultant will contribute to the successful delivery of Outputs 1 & 3 of the Project – Strengthening the effectiveness and inclusion of public administration and services and decision-making processes (TRAC – 1 – 2024). The Consultant will work closely with the Governance Team Leader, the Portfolio Lead for Inclusion, the Rule of Law and Access to Justice Officer, and the National Committee for Persons with Disabilities (NCPD) and its relevant partners.


Scope of Work

  • Under the overall guidance of the Governance Team Leader, the Portfolio Lead for Inclusion, and the Rule of Law and Access to Justice Officer, the Consultant will be responsible for the following:

Task 1: Conduct an initial desk review and two multi-stakeholder consultations

  • Review the National Action Plan and indicators in the plan and briefly review the existing landscape of disability inclusion interventions carried out by government and development partners In Lao PDR including planned and ongoing CRPD NAP activities.
  • Facilitate two multi-stakeholder consultations with the ten-line ministries and members of CPRD responsible for implementing the NAP to develop the CRPD NAP M&E framework.

Task 2: Design and draft an M&E framework to monitor the CRPD NAP progress 

  • Based on the multi-stakeholder consultations carried out, develop an M&E framework to monitor CRPD NAP implementation progress. As part of this, devise data collection methods and mechanisms based on key indicators in the NAP.
  • Finalise three M&E framework drafts (first, second and final draft) based on feedback solicited from UNDP and relevant UN agencies, Government partners, and OPDs. 

Period of assignment/services: 15 working days.
