Introduction :
The Covid-19 Response Project, UNDP Gambia wishes to engage the services of a firm to Design, supervision of the Installation/construction, testing, commission, and certification of three distribution substations in Bakau-Ndemban and Banjul (33/0.4kV), and Bansang (30/0.4kV) respectively, based on the contract specifications. The activities shall include but not limited to the following phases:

Phase 1 - Site assessment: Oversee the site assessment by the awarded company on all three sites to determine the materials, expected timeline, and manpower requirements, and to devise an optimum plan for the execution works. The sites are EFSTH-Banjul, EFSTH-Bakau (Ndemban), and Bansang Hospital. This must be done in the presence of UNDP and respective hospital focal person.

 Phase 2 – Design: Prepare a preliminary and detailed final design of the proposed installations together with the associated bills of quantity and cost estimates. Jointly review and approve the design and quotation provided by the awarded company. Monitor and inform UNDP of any deviations from the approved design by the contractor. The contractor will participate in the tendering process by UNDP to provide technical inputs and evaluation of bids.

 Phase 3 – Construction Supervision: Supervise the successful construction installation, interconnection of all the quoted substation equipment as per local standards, ensuring high quality and robust installation. Ensuring this is done with the observance of strict hygiene and safety protocols.

 Phase 4 - Commissioning: Oversee the necessary commissioning tests by the awarded company and issue commissioning certificates as well as operational acceptance certificates upon successful completion of works. The awarded company shall be available for any corrective or preventive maintenance post handing-over should any deficiencies be discovered. Commission test must be done in the presence of UNDP and the supervising company
