Introduction :

The evaluation will assess the performance of the project using the standard evaluation criteria of relevance, effectiveness, efficiency, coherence, sustainability and impact. The evaluation will cover all outputs of the PSD project and the Accelerating Alternative Energy and Fuel-Efficient Technology (AA-EFFECT) Initiation Plan which is a new component of the project.

In assessing impact, the evaluation will focus on the extent to which the project changed the lives of the poor households which directly and indirectly benefitted from the programme. This will entail designing appropriate tools to collect and analyse data necessary for assessing the impact of the programme on the end beneficiaries.    

It is envisaged the exercise will entail selecting a sample of MICF and Growth Accelerator guarantees for detailed review and analysis on the impact of the programme.

In addition, the evaluation will include compilation of a case study to demonstrate such impact.

The exercise will cover the period 1st January, 2020 to 30 June, 2023.   The evaluation will cover a good geographical spread of interventions through its private sector partners. The assignment will be executed within 50 working days from 1st August to 31st October, 2023
