Introduction
The primary objective of this assignment is to deliver expert advisory services for the development and implementation of a comprehensive evaluation of Tax Incentives for Clean Cooking Solutions and develop an application process for tax incentives aimed at promoting clean cooking solutions in Malawi.
The April 2024 Green Energy Enabling Environment Conference underscored several significant challenges to the acceleration of green businesses. In response and leveraging the extensive experience of Modern Cooking for Healthy Forests (MCHF), GETF collaborated with MCHF to identify and prioritize the tax-related obstacles hindering the growth of the clean cooking sectors. Building on this groundwork, the UNDP plans to engage a professional consulting firm to provide technical assistance in preparing a cost/benefit analysis for tax incentives related to clean cooking and crafting high-quality tax incentive applications for priority biomass, ethanol, LPG, and electric cooking solutions.
This assignment will require the selected firm to conduct a comprehensive economic and cost-benefit analysis, elucidating the costs and benefits associated with each proposed tax incentive. The analysis should be presented in a clear and persuasive manner, enabling the Ministry of Finance and other key stakeholders to fully grasp the implications of the proposed incentives and effectively advocate for their implementation.
