Description of the Assignment:  


UNDP seeks to engage the services of an Individual Consultant who shall be responsible for the formulation of the Strategic Plan for a Resilient Iranun Corridor. Specifically, the Consultant is expected to perform the following tasks in undertaking the project:

1.     Prepare an Inception Report which shall include the following at the minimum:

 

a.     Introduction containing the background of the study, project objectives, key activities, and expected results

b.     Analytical and methodological framework

c.     Detailed work plan and schedule of activities and key milestones

d.     Progress reporting method

e.     Stakeholder approach in project implementation, which includes the list of relevant stakeholders (e.g., national and local government institutions, civil society organizations, academia, private sector), their specific roles, and how they will be engaged in each stage of the project

f.      Potential risks and challenges in implementing the program activities, likelihood, impact, and mitigating measures

 

2.     Identify, prepare, and process relevant spatial and statistical datasets needed for the Strategic Plan including but not limited to the following:

 

a.     Iranun Corridor base map

b.     Datasets/statistics and maps relevant to the social, economic, environmental, economic, and institutional sectors

c.     Hazard, exposure, vulnerability, and risk maps

 

3.     Conduct an initial desk review and analysis of the current situation of the Iranun Corridor per sector based on the gathered reference materials, statistical datasets and maps.

 

4.     Design and facilitate consultation and validation workshops to gather additional information and insights from concerned stakeholders including BARMM ministries,


LGUs, academe, civil society organizations (CSOs), and private sector. The recommended workshops and its corresponding expected outputs are as follows:

·       Consolidated inputs on challenges, issues, and opportunities by policy area

·       Other information and insights relevant to Visioning, Situational Analysis, Vulnerability and Risk Assessment,                                    Projected Development, and Challenges and

Workshop 2: Identification of Strategies and PPAs and Mapping of Potential Resources

·       Consolidated inputs on proposed strategies                                           and

implementation/enforcement mechanisms

·       Consolidated list of programs, projects, and activities and inputs on how to ensure that the PPAs will be effectively implemented

·       Consolidated list of potential resources and other ongoing and pipeline projects that may be tapped

to implement the PPAs

Workshop 3: Presentation of Draft Strategic Plan

·       Validated Strategic Plan

 

5.     Provide necessary technical support in the preparation and conduct of the workshops, including the development of presentation and workshop materials, documentation and consolidation of inputs from stakeholders, and processing and analysis of workshop results.

 

6.     Building on the key findings from the workshops and other data gathering activities, formulate the draft Strategic Plan for the Iranun Corridor. The Plan shall include the following contents at the minimum:


 

a.     Introduction

b.     Vision

c.     Current Situation of the Iranun Corridor

i.         People

ii.         Economy

iii.         Environment

iv.         Infrastructure

d.     Vulnerability and Risk Assessment

e.     Projected Development

f.      Challenges and Issues Analysis

g.     Proposed Policies, Strategies, and Projects

h.     Potential Resources

 

7.     Present the draft Plan to the UNDP, MILG, Consortium of Bangsamoro Civil Society (CBCS), LGUs of Iranun Corridor, and other relevant agencies, and revise the document based on the inputs and comments generated from the validation workshop.

 

8.     Prepare and submit the final Strategic Plan and its corresponding Executive Brief (abridged version).

 

The Consultant is expected to work with the UNDP Project Management Unit (PMU), SHIELD Support Unit (SSU), the UNDP Climate Action Programme Team, the MILG, CBCS, Iranun Corridor LGUs, and other relevant stakeholders.

 

Period of assignment/services (if applicable):  75 person-days spread over 8 months
