Introduction :

Scope of Work: 

The United Nations Framework Convention on Climate Change (UNFCCC) at its COP 16 held in Cancun in 2010 approved a process to enable member states to formulate and implement National Adaptation Plans (NAPs) as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programs to address those needs. The Paris Agreement (2015) in its global goal of adaptation (Article 7) brought new elements and dimensions to climate change adaptation, namely, enhancing adaptive capacity, strengthening resilience, and reducing vulnerability to climate change, with a view to contributing to sustainable development and ensuring an adequate adaptation response in the context of the global temperature limit of less than 2°C. The UNFCCC’s Least Developed Countries Expert Group (LEG) on adaptation released Guidelines for National Adaptation Plans (December 2012). Furthermore, the Green Climate Fund (GCF)has issued guidance on adaptation planning approaches.

Climate change has undergone many governances and institutional developments in Pakistan and has culminated in an appropriate institutional landscape at both national and sub-national levels. The coordination of climate change activities is currently the responsibility of the Ministry of Climate Change (MoCC). In compliance with the Paris Agreement, the United Nations Environment Programme (UNEP) in collaboration with the Ministry of Climate Change (MoCC) initiated the project “Building Capacity to Advance National Adaptation Plan Process in Pakistan”, with financial assistance from GCF. The project is being implemented by a small project team headed by a National Technical Advisor.

The first national document has been prepared and approved by the Cabinet. The document contains numerous adaptation interventions that guide the policymakers and decision-makers in preparing the requisite project document to get the funds needed for adaptation in the country.  


The NAP project aims to develop a communication strategy for contributing to awareness raising and sharing the issues and lessons learned with policymakers and vulnerable people. Doing this will help in bringing attitudinal changes among the people for adopting the adaptation measures to enhance their resilience. Therefore, the NAP project intends to hire a Firm to develop a communication strategy to meet the above-stated aim.

The objective of the assignment


To develop a communication strategy for Pakistan’s National Adaptation Plan (NAP) project to facilitate outreach of the climate change adaptation messages to different stakeholders at the national, provincial and local level for raising awareness, building consensus, and garnering support for its successful implementation.  

Tasks to be conducted


Under the overall guidance and supervision of the National Technical Advisor – NAP Project and the Ministry of Climate Change & EC NAP Project Focal Point, the Firm will:

1. Prepare a communication strategy for Pakistan’s National Adaptation Plan (NAP) for the key stakeholders/audiences including the vulnerable communities on the impacts of climate change along the following outline:

a. Goals and objectives for the communication strategy

b. Communication Strategy guiding principles

c. Scope of the strategy

d. Assess target audience / stakeholders, both primary and secondary

e. List all the main stakeholders and audiences, both primary and secondary

f. Develop a proactive communication Action Plan/ Implementation Plan aimed at promoting climate change adaptation efforts for enhancing the resilience to the adverse impacts of climate change for different actors. (for digital/print and electronic platforms)

g. Develop key messages for the assessed audiences including communities at the gross-root level for different sectors. The key messages should be: Clear and simple; Focus on risks and impacts; Emphasize benefits and opportunities; Align with national priorities 

h. Recommend coordination and implementation mechanism of the communication strategy at the national, provincial and district/local levels 

i. Define roles and responsibilities in the domain of the NAP document which task will be conducted by whom or which actor/agency

j. Identify challenges, barriers, options, and possible risks for implementing the proposed communication plan

k. Propose a Monitoring and Evaluation mechanism.

2. Engagement of relevant stakeholders in all the above relevant activities including representatives of women, youth, indigenous communities, persons with disabilities, and other marginalized groups.

3. Any other task assigned by the National Technical Advisor while working on this task.
