Introduction :
Conduct Model Disability Assessment and Pilot Assessment in Sri Lanka.

In 2006, the UN adopted the International Convention on Rights of Disabled People, and many governments and international development agencies are focusing on the goal of facilitating greater inclusion of PwDs. Despite protection granted by the Rights of Persons with Disabilities Act, No. 28 of 1996, in Sri Lanka, the availability of high quality, internationally comparable and gender dis aggregated data on disability, which is vital for planning, implementation, monitoring, and evaluation of inclusive policies, is often not available. This lack of comprehensive, interoperable, and consistently updated data on PwDs further exacerbates their exclusion from education, employment, health services, social protection, and other areas. The recently launched UNDP policy report on Sri Lanka’s multidimensional vulnerabilities  indicated that “collection of gender/age/disability-dis aggregated data for better planning, resource allocation and targeting of service delivery on PwDs is critical to ensure their social and economic participation.”

The lack of a comprehensive disability assessment system and disability categorization has been identified as one of the major barriers to accurate data collection on disability prevalence and other relevant data. Addressing this would also pave the way for a disability inclusive data collection system to be established in a more appropriate and dis aggregated way. In this context, developing a consistent data collection on disability and therefore the model disability assessment in Sri Lanka is timely and would contribute to data-driven policy interventions. In addition, the lack of an effective disability referral system and disability support system also negatively impact PWDs.

Objective;
In collaboration with WHO, UNDP proposes to lay foundational steps towards disability assessment and categorization and surveying PWDs in Sri Lanka.

The key objectives of this assignment are as follows:

·      To develop Model Disability Assessment & conduct pilot testing in selected three districts of the tool been developed for the assessment.

·      Conduct awareness raising workshops in six selected districts on assistive technologies for caregivers and support persons and persons with disabilities.
