Introduction
Through numerous peace-building interventions such as the Joint Programme for Peace, support from the UN Peace-building Fund, and Preventing Violent Extremism through promoting tolerance and respect for diversity, the United Nations Development Program (UNDP) in Sri Lanka has made interventions in understanding hate speech patterns online. However, UNDP believes further investment is needed to understand the full evolving scope of the problem, including developing datasets that provide longer range analysis of hate speech trends, and social media companies’ responses to dangerous speech on their platforms.
The purpose of the initiative is to systematically monitor, analyze and report selected key social media platforms (at least Facebook, YouTube and TikTok) to provide a detailed understanding of:
(1) the prevalence of dangerous speech, disinformation, key drivers, and narratives on different platforms,
(2) Prevalence of gendered and disability related hate speech and disinformation targeting different groups
(3) the responsiveness of platforms to dangerous speech reported via their official channels.
The exercise will include the development of :
1) monthly analytical reports exploring the dynamics of dangerous speech on these platforms,
2) monthly 1-2 page briefs summarizing platform responsiveness to dangerous speech and disinformation reported via official channels.
These knowledge products will be accompanied by monthly datasets (in an agreed upon format) of documented dangerous speech and platform responsesUNDP Sri Lanka
