Enhancing Digital and Financial Competencies of the people of remote communities

Introduction

UNCDF is looking for a partner organization/(s) to enhance digital and financial competencies of the people of remote communities, families of the migrant workers, people with disabilities, women-led MSMEs, and informal business owners in Samoa and Vanuatu.​ The core activities will be to provide digital financial literacy training, awareness, onboarding to DFS products and increase the usage of digital financial services (DFS) to the rural communities in the Samoa and Vanuatu, with a focus on women, people with disability and small businesses. Refer to Annex 1 Schedule of Requirements for further details. The requirements are divided into two packages.  

 Package 1: Samoa Digital Financial Literacy   

 The organization/firm/company will be tasked to develop the following activities.  Creating comprehensive training & promotional materials aimed at boosting the digital financial literacy and overall competencies of Samoans. Activities will include stakeholder engagements and need assessments of targeted segments for the customization of training modules. Additionally, materials will be developed to equip trainers for effective implementation.  Establish opinion leaders, merchants and DFS agents across 3 islands which are rural Upolu, Savaii and Manono-Tai. Pilot the curriculum to women, persons with disability and MSME across 3 islands which are rural Upolu, Savaii and Manono-Tai, embed innovative and cost-effective channels for delivering financial literacy, Develop and pilot a digital micro-credit targeting women, persons with disability and MSME. The pilot should be across 3 islands which are rural Upolu, Savaii and Manono-Tai.The activities should result in, at least 5,000 (at least 50% women) trained on DFS product, signed off user acceptance testing (UAT) for a digital micro-credit loan, at least 500 digital micro-credit loans have been disbursed. 

 Package 2:  Vanuatu Digital Financial Literacy  

The selected organization/firm/company that will carry out the following activities:  Creating comprehensive training & promotional materials aimed at boosting the digital financial literacy and overall financial competencies of the people of Vanuatu. Activities will include stakeholder engagements and need assessments of targeted segments for the customization of training modules. Additionally, materials will be developed to equip trainers for effective implementation.  Establish opinion leaders, merchants and DFS agents across 7 islands of Vanuatu. Deliver awareness campaigns targeting the underserved rural communities and MSMEs, in particular women
