PROJECT DESCRIPTION

In 2021, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter referred to as the Ministry) and the United Nations Development Programme in Kazakhstan (hereinafter referred to as UNDP) entered into an Agreement on the implementation of a joint project “Enhancing Effectiveness of Social Protection Programmes and Improving Access and Participation of Socially Vulnerable Groups” for 2021-2023. The project aims to further support the efforts of the Republic of Kazakhstan in improving social policy in accordance with the 2030 Agenda for Sustainable Development. Today in Kazakhstan, more than half of the state budget funds are directed to the social sphere. At the same time, the current state of functioning of the social protection system of the population, in its broad sense, is characterized by a significant fragmentation of areas of social support, both at the interdepartmental and territorial levels.

In this regard, the Ministry appealed to UNDP with a request to support the initiative to prepare conditions for creating a single operator in the social protection system of Kazakhstan. For this work, UNDP will hire three national experts and an international consultant (hereinafter referred to as the expert group), who will work in close cooperation with each other.

Proposal should be submitted directly in the portal no later than indicated deadline.

2021 году Министерство труда и социальной защиты населения Республики Казахстан (далее – Министерство) и Программа Развития ООН в Казахстане (далее - ПРООН) заключили Соглашение о реализации совместного проекта «Повышение эффективности и доступности программ социальной защиты и активации для социально-уязвимых групп населения» на 2021-2023 годы. Проект направлен на дальнейшую поддержку усилий Республики Казахстан в совершенствовании социальной политики в соответствии с Повесткой дня в области устойчивого развития на период до 2030 года. На сегодня в Казахстане более половины средств государственного бюджета направляется на социальную сферу. Вместе с тем, текущее состояние функционирования системы социальной защиты населения, в её широком смысле, характеризуется значительной разрозненностью направлений социальной поддержки, как на межведомственном, так и на территориальном уровнях.

этой связи Министерство обратилось в ПРООН с просьбой поддержать инициативу по подготовке условий создания в системе социальной защиты Казахстана единого оператора. Для данной работы ПРООН наймет трех национальных экспертов и международного консультанта (далее - экспертная группа), которые будут работать в тесном взаимодействии друг с другом.
