Introduction
Printing SDG mainstreamed development plans - RFQ/CDLG/2407/34The Capacity Development for Local Governments (CDLG) Project of UNDP Sri Lanka is part of larger efforts by the Government of Sri Lanka to strengthen the local governance system in the country. These efforts are supported by the European Union, and the World Bank. The overall objective of the CDLG project is to strengthen the capacities of LAs to be inclusive, responsive, and accountable and be able to plan, enhance resilience, and deliver better services.
The Government of Sri Lanka implements the Local Development Support Project (LDSP) in four provinces – North, North Central, Eastern, and Uva – to strengthen local service delivery and local economic infrastructure. LDSP has introduced and developed guidelines for the preparation of Local Area Participatory Development Plans (LAPDPs). Thus, already LAPDPs have been developed for the 134 LAs in North, North Central, Eastern, and Uva based on aggregated plans from the ward level. LAPDPs mainly include infrastructure services prioritized by the community and provide the basis for selecting sub-projects to be implemented by LAs through grants made available by LDSP.
However, CDLG believes that local authority plans should go beyond infrastructure requirements. Therefore, the CDLG project supported the development of comprehensive, participatory, needs-based, and SDG-integrated development plans for local authorities. Such technical support is intended to enhance the capacity of Urban Local Authorities (ULAs) for effective performance of larger socio-economic development objectives, aligning with their functional mandate.
To achieve this, the CDLG project provided technical support to formulate SDG-integrated, mid-term, result-based development plans for Jaffna, Akkaraipattu, Anuradhapura, Polonnaruwa, Badulla, and Bandarawela Municipal Councils, as well as Mannar, Vavuniya, Trincomalee, Eravur, Ampara, and Haputale Urban Councils in the Northern, Eastern, North Central, and Uva provinces.
In this context, the UNDP in Sri Lanka invites eligible suppliers to submit their quotations for Printing SDG mainstreamed development plans for 12 local authorities.
