Description of the Assignment: Development Of Regulations for the Citizen Economic Empowerment Act No. 18 of 2023    


 The Eswatini Citizen Economic Empowerment Act seeks to achieve the following:

  • Empowerment of youth and disadvantaged groups to engage into entrepreneurial activities for employment creation and economic growth.
  • Encourage joint venture and partnerships between domestic businesses and foreign owned businesses on areas of mutual interest.
  • Encourage integration of informal businesses into the MSME sector through predetermined incentives for formalization.
  • Influence service delivery performance, including regular monitoring and feedback on the relevance, quality, and timeliness of services through the Citizen Economic Empowerment Council.
  • Challenge informal norms and behavior that restrict access to services to specific population groups, including the poor, marginalized or religious minorities, and women through the Citizen Economic Empowerment Council.
  • Engage in local planning decisions and convey priorities regarding the type, mix, and quantity of services.
Required Skills and Qualifications:
  • Minimum of Master’s Degree in Economics, Business, Economic Development, Law or Public Policy, with at least 10 years of professional experience working with the private sector, and MSMEs.
  • Or
  • Bachelor’s Degree in Economics, Business, Economic Development, Law or Public Policy with 12 years of professional experience working with the private sector and MSMEs.

SPECIFIC AND GENERAL PROFESSIONAL EXPERIENCE
  • At least 5 years of experience supporting as a private sector specialist or expert.
  • At least 10 years demonstrated experience working on private sector development within inter alia includes investment support, industrialization and MSME support in f Eswatini.
  • At least 3 years of previous experience developing policies and or regulatory frameworks on similar subject areas or other, and working closely with government agencies is a requisite.
  • Good understanding of Eswatini’s Procurement Regulations of 2020
The consultant is expected to submit alongside his CV a resume of a legal draughtsman who will transforms the assessment reports as per the above deliverable table into draft regulations for the CEE Act of 2023. The consultant shall bear full responsibility of the engaged legal draughtsman in relation to his/her deliverable(s) and other related contract matters. The overall delivery of this assignment rests on the shoulders of the lead consultant. Furthermore, the submission of an application must be accompanied by the CV of the legal draughtsman who meets the following qualifications, experience and skills;

Period of assignment/services: 100 Working Days (Spread over four months)
