Description of the Assignment: National Expert to build scenarios to accelerate SDGs in Kazakhstan using International Futures (IFs) model

Scope of work

The Expert will work under the direct supervision of UNDP Kazakhstan Head of Governance Unit. The Expert will work in collaboration with the International expert who will support the whole process cognizant of its competence to define the country's development priorities and experience in forecasting.

Within the scope of the Contract for Services with UNDP Kazakhstan, the Expert will actively participate in construction of a set of scenarios for Kazakhstan (up to five) aimed at stimulating the impact set of policies and programs to accelerate achievement of SDGs and provide capacity building for UNDP СO for continuous use of the modelling tool in the policy cycle.

As part of the work on the Terms of Reference, the Expert will be responsible for the following tasks:

  • Review and validate baseline data for Kazakhstan for the recent developments until the end of 2023 (cutoff date), in close cooperation with the International consultant;
  • Summarize a list of key reforms outlined in national strategic documents and in main reports produced by International Organizations (IOs) referring to short-, medium- and long-term sustainable development of Kazakhstan (in close cooperation with the international consultant);
  • Select indicators from the National List of SDG indicators, taking into account the priority areas of development of Kazakhstan (no more than 50), in close cooperation with the International consultant;
  • Prepare a list of growth drivers (interventions) with quantification (indicative targets) for the next years to serve as input in the International Futures model;
  • Support the creation of scenarios for Kazakhstan (up to 5, including an integrated one, to be agreed with the UNDP Kazakhstan country office in collaboration with the international expert) that simulate interventions to accelerate SDGs, using SDG Insight Report as a starting point. Scenarios will be designed in an iterative manner, by incorporating feedback from the Kazakhstan CO;
  • Conduct a series of consultative meetings (including international consultant) with the relevant stakeholders for the data collection or scenario building and analysis before scenario simulations and verification of results.

In collaboration with UNDP Kazakhstan and International partners, the Expert would review the historical datasets included and determine where the incorporation of national data would improve model results. The model may not be able to incorporate all national data – any imported data must be compatible with IFs in having the same definition, being in the same unit or convertible, and matching an existing variable in IFs. If the data is not compatible, efforts should be made to use scenario adjustments to tailor the model so that it reflects it.
