Description of the Assignment:  

The SDG Financing Framework in BiH proposes a set of policies and financial instruments to support accelerated SDGs achievement. Digitalization is recognized as one of three key pillars for BiH, while a Digital transition scheme is envisaged as financial instrument to foster digitalization. Based on the global, and regional experience in cooperation/joint development of digital capacities in the public sector, this intervention would aim to pilot an approach for setting up a digital transition scheme for support to local governments in BiH for a rapid e-services deployment.

Proposed approach: To support LGs to respond to the need of rapid digital transformation through the establishment of key e-services, the SDG2BiH would pilot the digital transformation scheme for up to 10 LGs in BiH. Through this approach, the SDG2BiH will, based on a package of ready-made solutions already developed by UNDP BiH, provide support to target LGs for establishing at least 5 key e-services. The target LGs that would be recipient of the support through the digital transformation scheme will be those that are committed to reform their business processes and possess relevant technological infrastructure and preconditions for a rapid digital solution deployment in the form of e-services.

The logic behind this approach is to set preconditions for a later (more massive) “digital transition scheme” instrument (based on the piloted approach that includes: the digital platform for Scheme management established at the anchor government, ready-made e-services package of digital solutions, technical specification, deployment procedure and quality assurance) to support another cohort(s) of LGs.

Through developed and piloted innovative and interoperable digital transformation platform (scheme) supported (at least) ten (10) local governments (LGs) in the Bosnia and Herzegovina for a rapid digital transformation through established (at least) five (5) e-services at each of target LGs for provision of e-services to citizens and legal entities;

One of the Activity in this intervention is:

  • A2. Development of the Digital Transition Scheme platform;
  • A.2.1. Development of the digital platform for Digital Transition Scheme management (e.g. including inter alia, the module for Public Call publishing and applications submission; the module for e-readiness assessment of the applicants; the module for applications evaluation and selection; the module for planning, monitoring and reporting on the implementation of approved/selected projects that are supported by the Scheme sponsors);
  • A2.2. Publishing of the Public Call for LGs;
  • A2.3. Evaluation of applications and selection of candidates;
  • A2.4. Planning, monitoring, and reporting on the implementation of approved/selected projects that are supported by the DT Scheme sponsor(s). 

Proposal should be submitted directly in the portal no later than indicated deadline.

Amendment

This Amendment is to add Annex with detailed description of functionalities and presentation how the web-site should look like as part of the call. All the rest of the negotiation remains unchanged.
