Job Purpose and Organizational Context

 This position is in the office of the Office of the Honourable Finance and Coordinating Minister of Economy (HMF/CME). The overall objective of the Development Finance Portfolio Monitoring Specialist is to provide technical advice to the Honourable Minister in facilitating the implementation of development finance policies and strategies. The Specialist will also support the technical team of the ministry in implementing and monitoring development finance-related programmes, in alignment with the Integrated National Financing Framework (INFF). The Consultant may be requested to perform any other functions of a technical advisory role in line with advancing the Government’s post-COVID-19 recovery plans as well as in the ongoing efforts to leapfrog national development within the overall context of the achievement of the Sustainable Development Goals.

 

An Integrated National Financing Framework (INFF) is a tool to help countries strengthen planning processes and overcome existing impediments to financing sustainable development at the national level. It is designed to help the Government of Nigeria to explore innovative financing options that link government with private sector and development partners to increase public revenue and private investments. The implementation of the INFF leverages both conventional and innovative financing mechanisms while tackling the barriers to public and private sector participation towards addressing financing needs for economic recovery, to put the Nigerian economy back on a path towards achieving the SDGs. 

Objective of this Recruitment

The overall objective of the Development Finance Portfolio Monitoring Specialist is to assist the Honorable Minister -Ministry of Finance in the provision of high-quality technical assistance and advice in the delivery of sustainable government and development aid management in the ministry; and in performance management.

Duties and Responsibilities

The Consultant shall be responsible for the following duties:

 

     I.          Policy Research and Advisory Services

 

·        Provide advisory to the Honourable Minister on fiscal policy and revenue matters.

·        Provide strategic guidance in the planning, analysis and monitoring of critical economic and financial dynamics relevant for fiscal policy reforms.

·        Provide strategic policy advice to the Honourable Minister for effective implementation of development programmes of the Ministry.

·        Manage the development, update, and maintenance of financial models for the Ministry.

·        Provide technical support the INFF Steering Committee in oversight of INFF implementation including the establishment of an INFF Fund. 

·        Prepare related analytical reports, policy briefs and presentations on matters above. 

 

    II.          Stakeholder Engagement

·        Facilitate the systematic identification, analysis, planning and implementation of actions designed to influence internal stakeholders i.e., federal government, state governments and other arms of government.

·        Liaise with international partners and multi-lateral financial institutions, including the UN Country Team on the priorities of new and ongoing projects in close coordination and consultation with other relevant actors in Government to advance objectives of these priorities.
