Project Description


The Philippines remains one of the most vulnerable countries in the world when it comes to climate and disaster risks, as evidenced by more frequent and intense tropical cyclones, prolonged monsoon rains, droughts, and sea-level rise. Disasters and climate change impact negatively on social and economic growth as development efforts are pushed back by these impacts. Acknowledging and responding to these multidimensional risks are the key to strengthening resilience.


To address this challenge, the United Nations Development Program (UNDP) through the support of the Government of Australia’s Department of Foreign Affairs and Trade (DFAT) in the Philippines, is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme. Together with its consortium partners, SHIELD aims to transform its 11 target provinces, Metro Manila, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) into safer and resilient communities by achieving three interdependent outcomes:


Outcome 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implement informed and inclusive resilience actions.

Outcome 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience.

Outcome 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action.


The second outcome respects that while the Programme is oriented towards progressing climate and disaster resilience at the local level, sustainable success is dependent on an enabling environment at the national level. Hence, SHIELD is looking at initiating policy reforms, including developing and enhancing resilience frameworks, plans, policies, and strategies, Monitoring, Evaluation, and Learning (MEL) framework for resilience, and data ecosystems for resilient development.


While SHIELD will primarily engage with national government agencies (NGAs) under this workstream, it also recognizes the need to amplify the role of civil society, private sector, and academe/science organizations in driving policy advocacy and advancing resilience- building efforts. The Programme endeavors to strengthen the participation of these sectors in policy development work through partnerships and collaboration:

 

Civil Society: SHIELD may work with civil society organizations (CSOs) engaged in advocacy to influence policy change and strengthen their efforts to improve the voice and representation of marginalized groups in planning and implementation of climate and disaster resilience actions. Relevant non-government organizations (NGOs) and people’s organizations (POs) with strong advocacies on gender equality, disability, and social inclusion may be engaged to map out entry points and enhance strategies for influencing the policy agenda to address current gaps related to inclusiveness, exclusion, and accessibility issues in resilience building.


Private Sector: Private sector-sponsored foundations and organizations seeking to contribute to sustainable development and companies with corporate social responsibility arm may be tapped by SHIELD to explore policy influencing opportunities on resilience. Aside from the sector’s potential to provide funding support and investment to bankable proposals, private companies may have greater impact in resilience-building by leveraging their political networks for positive policy change.


Academe: Given the crucial role of the academic and scientific community in enabling broad-based understanding of the risks and vulnerabilities associated with natural hazards and climate change, SHIELD could bridge partnerships between NGAs and state universities and colleges (SUCs) to aid in science-informed policy formulation and decision-making.


Hence, SHIELD plans to establish national multistakeholder partnerships (MSPs) composed of NGAs, civil society, private sector, and academe, as a key organizing strategy to support policy reform initiatives and science to action. A whole-of-society approach will ensure broad representation and participation in planning for, implementing, and learning from resilience initiatives under the Programme. Among others, these MSPs will be mobilized to operationalize national-level actions for inclusive resilient development identified in SHIELD’s Policy Reform Support Framework and assist in translating technical and scientific information for local resilience initiatives.


In view of this, UNDP seeks to develop a framework that will guide the SHIELD Programme in establishing and/or enhancing national MSPs focused on policy advocacy towards resilient development. The framework should outline the principles, strategies, structures, and processes for engaging and managing the national MSPs, and provide actionable guidance on how the MSPs can be leveraged as a sustainability mechanism that will institutionalize SHIELD’s resilience-building efforts at the national level.


III. Scope of Work


For this initiative, UNDP will engage the services of an Individual Consultant who shall act as SHIELD’s National Advisor on the development of an MSP Framework for Resilience Policy Advocacy at the national level. Specifically, the Consultant is expected to perform the following:


1. Conduct an initial desk review of relevant policies, strategy papers, and to identify existing international and local MSP frameworks designed for resilient policy advocacy, and document their composition, structures, mechanisms, best practices, and pitfalls, among others.

 

2. Prepare an Inception Report which shall include the following:


a. Introduction containing the background of the study, project objectives, key activities, and expected results;

b. Synthesis of the results of the literature review, including an initial mapping of relevant stakeholders for the MSP

c. Analytical and methodological framework, including assessment/data-gathering tools, methods/approaches, and models appropriate to the work context;

d. Detailed work plan and schedule of activities and key milestones;

e. Progress reporting method;

f. Stakeholder approach in project implementation, which includes the list of relevant stakeholders to be engaged, their specific roles, and how they will be involved in each stage of the project

g. Potential risks and challenges in implementing the program activities, likelihood, impact and mitigating measures


3. Conduct consultation meetings and workshops, key informant interviews (KII), focus group discussions (FGD), surveys, and/or other relevant activities to validate and extend the initial results of the desk review, and gather additional insights from relevant stakeholders as input to the MSP Framework to be developed.


4. From the results of the desk review and other data gathering activities, develop SHIELD’s National MSP Framework and provide key strategic recommendations on the following:


a. Proposed composition/members of the national MSP

b. Mandates, roles, and responsibilities of each member agency/organization

c. Existing capacities of each member/agency/organization on advancing SHIELD’s

policy reform and science to action initiatives

d. Engagement strategies and mechanisms to improve representation and ensure active participation of the civil society, private sector, and academe

e. Policy levers and other sustainability mechanisms to institutionalize and operationalize the national MSP

f. Future directions for establishing or enhancing MSPs at the national level


5. Present the proposed National MSP Framework to relevant SHIELD government and consortium partners.



 

Period of assignment/services: home-based, with an expected duration of 60 person-days spread over 6 months
