Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme


II. Project Description


The Philippines remains one of the most climate-vulnerable countries globally, as evidenced by more frequent and intense tropical cyclones, prolonged monsoon rains, droughts, and sea- level rise. Climate change poses more significant risks to the stability of both human and natural systems if the economy continues to grow without addressing environmental degradation and social inequality, and the government fails to plan for new and emerging threats such as disease outbreaks. Acknowledging and responding to these multidimensional risks are the key to strengthening resilience.


To address this challenge, the United Nations Development Program (UNDP) through the support of the Government of Australia’s Department of Foreign Affairs and Trade in the Philippines (DFAT), is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme. Together with its consortium partners, the United Nations Human Settlements Programme (UN-Habitat), Philippine Business for Social Progress (PBSP), National Resilience Council (NRC), and Consortium of Bangsamoro Civil Society (CBCS), SHIELD aims to transform its 11 target provinces, Metro Manila, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) into safer and resilient communities by achieving three interdependent components:


Component 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implement informed and inclusive resilience actions

Component 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience

Component 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action


The second component is built upon the need to develop and strengthen an enabling environment at the national level beyond planning and financing, to accelerate climate and disaster resilience actions at the local level and improve oversight and accountability for its implementation and results. With this, SHIELD is looking at initiating policy reforms, including the development and enhancement of resilience frameworks, plans, policies, and strategies, Monitoring, Evaluation, and Learning (MEL) framework for resilience, and data ecosystems for resilient development.


Among SHIELD’s national government partners under Component 2 is the Department of Human Settlements and Urban Development (DHSUD) which is mandated to formulate and prescribe land use planning and zoning standards and regulations for the guidance of cities and municipalities in the formulation of their respective Provincial Development and Physical Framework Plans (PDPFPs) and Comprehensive Land Use Plans (CLUPs), among others.


Under the Philippine Development Plan (PDP) 2023-2028, the DHSUD aims to provide assistance to local government units (LGUs) to achieve one hundred percent (100%) of local government units (LGUs) with climate and disaster risk-informed CLUPs by 2028. In line with these objectives, the DHSUD issued Department Order 2023-006, titled 'Development of Digital Climate and Disaster Risk-Informed Land Use and Urban Planning System', aiming to strengthen the land use and urban planning system through the upgrading and digitalization of climate and disaster risk assessment, land use, and urban planning processes.


In pursuit of this directive, the DHSUD, with the support of SHIELD, will develop Harmonized Land Use Mapping Guidelines to provide consistent guidance in classifying land uses across different provinces, cities, and municipalities, and bolster the digitalization of land use planning efforts. These Guidelines will ensure consistency, compatibility, and efficient data integration across various sectors in local and provincial land use plans. In addition to enhancing the effectiveness of land use planning, these Guidelines will also play a pivotal role in strengthening the resilience of LGUs against climate and disaster risks.


III. Scope of Work


UNDP seeks to engage the services of a Development Communications Consultant to support the development of clear and comprehensive communication-related materials for the Harmonized Land Use Mapping Guidelines. Specifically, the Consultant is expected to perform the following activities in undertaking the project:


1. Conduct comprehensive desk research on current local and international policies, guidelines, frameworks, and strategies to support the development of Harmonized Land Use Mapping Guidelines.


2. Assist in organizing and conducting consultation activities, including meetings, workshops, key informant interviews (KII), focus group discussions (FGD), and surveys, to validate and extend the initial desk review findings and gather additional stakeholder insights.


3. Develop a comprehensive Communication Plan and Implementation Plan for the Harmonized Land Use Mapping Guidelines, including a branding strategy and templates for IEC materials.


4. Prepare print-ready versions of the Harmonized Land Use Mapping Guidelines, Communication Plan, and Implementation Plan, using the layout templates.


5. Prepare project-related technical reports (e.g., activity and coordination reports), presentations, correspondence, administrative documents, and social media content as needed.


6. Coordinate and collaborate with project team members, stakeholders, and partner LGUs and NGAs to assess, identify, and formulate policies, and develop platforms, systems, and tools for local land use planning.


7. Participate in internal and external project-related meetings to ensure alignment and progress.

 

8. Provide technical assistance to DHSUD to ensure timely production and delivery of project deliverables.


9. Submit all deliverables and conduct necessary activities within the agreed timeline, in accordance with the Terms of Reference.


The Consultant is expected to work with DHSUD, SHIELD Support Unit (SSU), and other relevant stakeholders.


 

Period of assignment/services: Office-based, with an expected duration of 264 person-days of effort equivalent to twelve (12) working months
