Introduction
1.3.1 Service provider for research and design the user experience and user interface of the “Amman is Listening project” open data participatory platform
BACKGROUND
The United Nations Development Programme (UNDP) is supporting the Great Amman Municipality to implement its “Amman is listening” project, one of the winners of the 2021 Global Mayors Challenge.
Amman is listening is an open data participatory platform designed to better understand residents’ needs and providing feedback on services and events in their immediate vicinity. The platform will enable Amman’s residents to provide real-time feedback on critical city services, contributing to optimize service provision and manage crises by translating resident-driven data into knowledge to contribute to local decision-making.
The development of this platform is part of a broader national drive to modernize Amman and enhance urban service delivery. It will aid in the smart transition of Amman, guide future investments, and ensure scalability and transferability to nearby cities. The open data platform will enable citizens to provide feedback quickly and suggest ideas to the Great Amman Municipality for better service delivery. It will cover all the 22 city neighborhoods.
In October 2023, a was contracted supplier to design -in a participatory approach and user-centric design- and implement an app and a website for the open data platform.
A Minimum Viable Product (MVP) for the platform was launched in July 2024 and it is available at https://ammanlistening.ammancity.gov.jo/en.
The next stage is to test and continue analyzing the existing platform features with the city residents. Testing will need to be conducted with different categories of users: students, local investors, governmental entities, public in general and others to be defined, to tailor the user journey.

PERIOD OF ASSIGNMENT
The estimated duration of the contract is one (1) year.
OBJECTIVE OF THE SERVICE
The platform (comprised by the online website and mobile application) aims to produce information to understand residents’ needs better and provide feedback on services and events in their immediate vicinity. This platform will also offer easy access to information about existing and planned services, improving civic participation and trust in the Great Amman Municipality.
The MVP version of the platform was launched in July 2024. There is a need to further understand user behavior and preferences to improve the overall user experience. This requires a structured approach to User research and user design, involving detailed analysis and iterative testing with residents.
The project will be conducted in three phases:
- Community User Experience (UX) testing and User Interface (UI) redesign
- City officials´ User Experience (UX) testing and User Interface (UI) redesign
- Investors' User Experience (UX) testing and User Interface (UI) redesign
With the following objectives:
- To understand user needs and behaviors: conducting comprehensive user research to gather insights into user needs, behavior, and aspects where the system is struggling to deliver.
- To benchmark the platform against alternative platforms: evaluating the Amman is Listening performance against similar products in the market to identify areas for improvement.
- To elaborate recommendations for the improvement of the platform, based on user-centered design that are intuitive, user-friendly, and meet the needs of the platform target users.
- To test and refine the platform design to ensure they meet user expectations and enhance usability.
