CONSULTING FIRM TO PROVIDE SERVICES FOR THE IMPEMENTATION OF THE EYEP PROGRAMME

Introduction


SCOPE OF TENDER

UNDP Eswatini is seeking the services of consultancy firm with adequate skills and experience to facilitate the implementation of Eswatini Youth Empowerment Programme (EYEP)’s graduate placement track of the programme. The implementation of the graduate placement track of the programme is defined by the below listed four distinctive steps;

1. Private sector engagement;
    • Bilateral engagement of private sector and other potential host organizations that leads to requisitions on the EYEP online portal.
    • Onboarding of host organization into the EYEP portal.
    • Continuous engagement with host organizations on matters pertaining to placement of graduates(overall Performance measurement, ensuring mechanism for prevention of sexual exploitation and harassment and general graduate welfare, withdrawal and replacement of graduates, and other human resource management functions)
2. Support the matching and placement of graduates against the requirements of host organizations and this inter-alia includes;
    • Verification of requisitions from host organization.
    • Verification of the capacity of host organization to host matched graduates.
    • Verification of availability and readiness of interns before deployment.
    • Verification and submission of stipend payroll on a monthly basis.
3. Implementation of EYEP Induction - the service provider will be required to review and facilitate the delivery of a three-day induction workshop for enrolled youth. The service provider is expected to review the current induction manual based on the experiences of the piloty phase and ensure that the induction manual is structured in accordance with the needs of each group as per the different components of the EYEP (graduate placement and artisanal skills training). The induction programme must be interactive, fun while being thought provoking and inspiring.
    • Inspire and encourage the youth to have positive life outlook despite many socioeconomic challenges that young people face.
    • Prepare new inductees to settle into their new position quickly and become productive and efficient members of staff for the duration of internship programme.
    • Enable new inductees to understand the corporate culture and the overall framework under which they are engaged.
    • Prepare the selected youth for the work life, teach them basic office or work environment etiquettes such as how to dress, communicate, keeping time, collaborating with team members etc.
    • Instill a sense of patriotism despite the many socioeconomic challenges the country faces.
    • Encourage civic participation of youth in nation building engagements and how to better manage, prevent and resolve conflicts.
    • Equip young people with skills on how to cope with stress, mental health, peer pressure, crisis at individual and community level, as well as how to guard against and prevent sexual harassment and exploitation.
    • Introduce the inductees to the basic rudiments of entrepreneurship as a viable alternative to formal which collar employment.
    • Introduce the inductees to personal financial management principles.
    • Instill a sense of self-worth that is not defined by economic or social circumstances as part of building a resilient mindset for the youth.
    • Teach inductees with the principles of positive deviance.
4.. Tracer studies, Monitoring of EYEP participants during and post the programmes;
    • Monitoring and documentation of EYEP interns performance in host organization.
    • Development and application of monitoring tools to that track EYEP participant across the different tracks.
    • Maintain a database of enrolled youth and support their induction into various companies they are deployed and design a mechanism for the monitoring of their progress and performance in collaboration with the host organisation
DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
The service provider will be expected to deliver the following:
  • Develop and execute a private sector engagement strategy that leads to requisitions on the EYEP portal.
  • Review the developed EYEP induction manual and include a module on protection from sexual exploitation, abuse, and harassment.
  • Support the onboarding of 1000 graduates on the EYEP portal, matching, verification and deployment.
  • Review the designed monitoring tools of the programme and support tracer studies of enrolled youth during and post their participation in the programme.
  • Develop the programmes code of conduct with termination clauses that must be signed by inductees and the programmes representative.
  • Support the logistics of every induction workshop including related functions such as graduations.
  • Support the development of terms and conditions for the participation of both graduates and host organization in the programme.
  • Produce a workshop report with outcomes and recommendations of each inducted cohort.
  • Develop an evaluation and assessment report card for each inductee.
  • Develop a monitoring and evaluation tools to track the progress of inductees during the programme and post the programme.
