Hiring an engineering firm to supervise civil works for TB Zonal Culture laboratories and TB treatment facilities in Sudan

The United Nations Development Programme (UNDP) Country Office Sudan is currently implementing an HIV and C19RM grant that involves civil works of renovating, rehabilitating and constructing health facilities in Sudan. 

UNDP is seeking an engineering firm to provide engineering supervision service and monitor of construction sites on the behalf of UNDP Country office Sudan. UNDP CO Sudan is undertaking civil works for renovation, rehabilitation and construction of TB Zonal Culture laboratories and TB treatment facilities in Sudan at 5 sites: Kassala, Gadaref, Atbra, Haya and Port Sudan.  Given the wide geographic spread of the construction firm, UNDP CO Sudan does not have sufficient level of engineering staff to deploy to each construction site, on a daily basis, throughout the project lifetime. Nevertheless, strict supervision of construction sites by an independent engineer or engineering firm is a key requirement in ensuring that construction complies with the industrial standards, countries regulations, bill of quantities (BoQs), and meets the buyers’ set standards. All the sites indicated in the TORs constitute one lot; therefore, the Engineering form must bid for all the sites in the TORs or else the offer shall be rejected. 

Further, supervision of construction sites ensures that potential construction risks, such as project delays, poor supplier performance, poor workmanship, etc., are quickly identified, documented and reports to guide risk mitigation measures. Supervision of construction sites ensures that contract variations are processed on time as well as certification of payment. UNDP CO Sudan will also get real time progress reports on the construction projects across a wide geographical area where projects are being implemented.

UNDP CO Sudan intends to hire a national engineering firm to provide engineering supervision services and monitor of construction sites on the behalf of UNDP Country Office Sudan as described under the duties and responsibilities of the Engineering firm and site engineers. The firm must meet the relevant experience set forward in this TOR document and shall hire and deploy qualified Civil Engineer(s) or Architectural Engineer on fulltime basis at each construction site for the entire period of the construction project.
