Description of the Assignment:  

In December 2022, NEDA formulated the Philippine Development Plan (PDP) 2023-2028, anchored on the 8-point socioeconomic agenda of the current administration. Within the PDP 2023-2028, a National Evaluation Agenda was incorporated, highlighting the crucial role of evaluation in: (a) guiding further refinement of the PDP and program implementation; (b) communicating progress in priority areas of investment; and (c) enhancing transparency and accountability by making evaluation results accessible across government branches and, significantly, to the public.
 To realize this vision, the Australian Government partnered with UNDP Philippines to implement the Strengthening Evaluation for Evidence-based Development (SEED) Project. This initiative is designed to assist the National Economic and Development Authority (NEDA) in reinforcing the government's evaluation capacity in alignment with the National Evaluation Agenda. The SEED Project aims to support the NEDA Investment Programming Group (IPG) in cultivating evaluation culture within the government, fostering evidence-based decision making, good governance and accountability.
 
Among the key outputs of the project is to support the strengthening of the community of practice on M&E in the Philippines, particularly by supporting the annual M&E Network Forum and other activities to provide M&E practitioners and other stakeholders a platform for dialogue on how to strengthen the results culture in government. The M&E Network Forum is a platform for monitoring and evaluation (M&E) practitioners throughout the Philippines to strengthen M&E practice and capacity through dialogue among practitioners. Since 2011, the National Economic and Development Authority (NEDA) has actively conducted the M&E Network Forum, gathering hundreds of practitioners from national government agencies, local government units (LGUs), civil society organizations (CSO), academe, and the private sector.  
 
The annual and 11th M&E Network Forum will be held on December 2024, with the tentative theme “Closing the Loop: M&E Evidence to Policy Action”. This year’s Forum aims to:
1.       Understand and strategize how the M&E Network may assist and support an inclusive and equitable policy decision making process such as the midterm updating of the Philippine Development Plan (PDP);
2.     Showcase efforts in conducting and bridging evaluations towards action, relevant to the Philippine Development Plan;
3.     Facilitate knowledge exchange and sharing of initiatives, strategies and practices to advocate for the institutionalization of the culture of evaluation within the bureaucracy; and
4.     Provide a platform to encourage networking and dialogue to explore partnership and collaboration opportunities among stakeholders.
 
The Forum shall be attended by an estimated 300 participants from government implementing and oversight agencies, development partners, academic community, and evaluators (see indicative Concept Note attached as Annex 1).
 
To provide support in ensuring the successful conduct of the Forum, the SEED Project requires the services of a National Event and Logistics Coordinator who will support the project team in the planning, organization, and management of the event.
 
Period of assignment/services: 30 days
